Description
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is 181034 and is being issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 334513. The Government intends to make an award based on the lowest price,responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. The Government anticipates a firm-fixed priced purchase. The National Institutes of Health Radiology & Imaging Sciences department wishs to procure the equipment described below: 1025 pulse oximeter We wish to purchase a SAII Model 1025 MR-compatible Small Animal Monitoring & Gating System for use in MR guided high intensity focused ultrasound experiments. We have demoed all “MR compatible” small animal systems and found no interference from SAII but interference with all other systems. This interference makes the experiments impossible, requiring us to purchase the SAII model. A reliable pulse oximeter machine is needed to ensure proper depth of anesthesia, prevent hypoxia during imaging, allow continuous monitoring of oxygen saturation, heart rate, and breath rate. The sensor must be must be non-invasive, MR compatible, sufficient in cable length, and does not require animal fur shaving. All of these features are found in the SAII Model 1025 MR-compatible Small Animal Monitoring & Gating System. Additionally, the machine is calibrated specifically for small animals, not humans (human oximeters are known to give false hi readings for animal subjects). More importantly, the machine can be specifically calibrated for rabbits and has been used in the past for this species. The system has highly advanced recording capabilities which allows for seamless transition from experiment directly into an Excel spreadsheet for necessary data archiving. This makes data collection simple, fast, and accurate. Hi/lo audible alarms can be pre-set to ensure the animal is being maintained with stable vital readings. The SAII model is the only one that satisfies our necessary criteria. 1025T pulse oximeter We wish to purchase a SAII Model 1025T Small Animal Monitoring & Gating System for use in experiments. We have to purchase this model from SAII because it is compatible with existing equipment. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company's complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors must meet specifications as noted in the synopsis.. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on the lowest price technical accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Interested offerors may submit proposals electronically only within 5 days from the posting of this notice no later than 9/17/2010 Eastern Standard Time 3:00 p.m.. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov).
