Description
All registrations must be submitted using this the Registration Form FedBizOpps Announcement This notice is to announce the AESDirectII Industry Day. The U.S. Census Bureau's Foreign Trade Division (FTD) has the primary responsibility for the collection, compilation, and presentation of data on U.S. exports, imports, and merchandise trade balances. Export data is collected under Title 13, United States Code, Chapter 9. In June 2008, the U.S. Census Bureau implemented regulations mandating the filing of export information through the Automated Export System (AES). The export process begins when an exporter makes shipping arrangements with the carrier and the merchandise is shipped from the U.S. This export information is captured in the AES. AES is a multi-agency system housed on the U.S. Customs and Border Protection (CBP) mainframe. To better serve the exporting community, an easy to use, no-fee Internet version of the AES was developed and is known as AESDirect. Services under this acquisition encompass development, implementation, housing, operations, and maintenance including program enhancements and refreshment of the AESDirect system. The contract's performance period for this requirement will start upon the date of award. The period may be as long as 10 years (a base that may be multiple years (inclusive of an implementation and transition period) and multiple option periods). It is anticipated that award will be of a fixed price contract for (1) implementation/transition and (2) basic services and (3) fixed price or time and material/labor-hour task orders, as needed. The purpose of the Industry Day is to augment the RFI to be issued as part of the market research regarding this acquisition. The government desires to obtain industry comment on the preliminary acquisition approach and draft work statement and to identify prospective Offerors within the various federal acquisition socio-economic sectors and under the federal supply schedule and GWAC vehicles. There will be a presentation given at the conference to include an overview of the functionality requirements of AESDirectII and a short demonstration of the current system. The AESDirectII Industry Day will be held on September 30, 2010 from 9:00 a.m. to 2:15 p.m. (EST). The location will be Colony Hotel and Conference Center, 7401 Surratts Road, Clinton, Maryland 20735. For directions and room information, please contact the hotel directly at 800-537-1147; www.colony south.com. ALL INQUIRIES REGARDING THE INDUSTRY DAY ACTIVITIES SHOULD BE DIRECTED AS STATED BELOW. There will be a Request for Information (RFI) including a draft work statement published in FBO o/a September 20, 2010. ALL QUESTIONS AND COMMENTS REGARDING THE RFI INFORMATION MUST BE IN WRITING AND SENT TO ftd.aes.direct.ll.industry.day@census.gov. To assure prompt handling, the subject line should have a short version of the company name and "AESDirectII Industry Day - Q&C" (for example "XYZ, Inc - AESDirectII Industry Day - Q&C"). Opportunity to submit questions and comments is provided from the date this notice is published through the day after the conference. Questions received prior to and at the conference may, at the discretion of the government, be addressed at the conference during the Q&A period which will be conducted immediately before conclusion of the conference. ALL QUESTIONS AND COMMENTS AT THE CONFERENCE MUST BE IN WRITING. O/a the 5th business day after the conference, the responses to questions and comments, drafted as FAQs, and conference handouts will be published as an amendment to this notice. All questions and comments received through the day after the conference will be considered. The government reserves the right to respond to questions and comments as it determines necessary. Therefore, not all questions or comments may be addressed in the FAQs; however, all questions and comments will be considered as the final RFP is being developed. It is anticipated that the solicitation will be published o/a early 2011with contract award by mid-2011. Attendance to this Industry Day is not required to submit a proposal; however, considering the government's purpose in conducting this Industry Day, interested firms are encouraged to participate so their questions and comments regarding this requirement can be considered as the RFP is being finalized. Along with the work statement, the RFI will include a draft copy of the conference agenda. Pre-registration is strongly recommended and will guarantee seating and copy of conference handouts. To register before the conference, please complete the attached attendance form and email back. Completion of the attached form will also be required for firms registering at the conference. ALL REGISTRATIONS FOR THE CONFERENCE MUST BE SUBMITTED ON THE ATTACHED REGISTRATION FORM. To pre-register, a copy of the conference registration form MUST BE RECEIVED NO LATER THAN September 28, 2010 at 12:00noon EST. AND SENT TO ftd.aes.direct.ll.industry.day@census.gov. To assure prompt handling, the subject line of the email should have a short version of the company name and "AESDirectII Industry Day - Registration" (for example "XYZ, Inc - AESDirectII Industry Day - Registration"). On-site registration will also be available. ALL INQUIRIES REGARDING THE CONFERENCE -- EXCEPT Q&Cs AND REGISTRATION - should be addressed to Paulette Roseboro at paulette.s.roseboro@census.gov. THERE WILL BE NO RESPONSE TO TELEPHONE INQUIRIES. THERE IS NO REIMBURSEMENT OF PARTICIPANT COSTS FOR ATTENDING THIS CONFERENCE OR SUBMISSION OF RESPONSES. THIS NOTICE, CONFERENCE, AND REQUEST FOR RESPONSES ARE FOR INFORMATION AND PLANNING PURPOSES ONLY AND DO NOT COMMIT THE GOVERNMENT TO ISSUE A SOLICITATION NOR MAKE A CONTRACT AWARD. EXCEPT AS STATED ABOVE, RESPONDENTS WILL NOT BE FURTHER NOTIFIED REGARDING THE RESULTS OF THE GOVERNMENT'S REVIEW OF THE RESPONSES RECEIVED. NO SOLICITATION EXISTS AT THIS TIME; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION BASED ON THIS NOTICE. IF A SOLICITATION IS RELEASED, IT AND ITS NOTICE WILL BE PUBLISHED IN FBO. IT IS THE SOLE RESPONSIBILITY OF POTENTIAL OFFERORS' TO MONITOR THE FBO FOR RELEASE OF ANY SOLICITATION OR FURTHER NOTICES REGARDING THIS REQUIREMENT.
