This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 325414 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Occupational and Environmental Epidemiology Branch conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. Workers often have heavier and more prolonged exposures to hazardous chemicals that also occur in the general environment, but at lower levels. The contribution of environmental, occupational and genetic factors to lymphoma has generated a series of novel, cutting edge findings in studies of Caucasians. However, the ability to follow-up, confirm and extend these observations has become limited by the low prevalence and limited range of several important chemical exposures and the high to complete linkage disequilibrium between key candidate genetic loci in Western populations. To optimize the ability to build on and clarify these findings, it is necessary to investigate populations that differ from Caucasians in both exposure patterns and underlying genetic structure. Thus, a hospital-based case-control study of lymphoma in Eastern Asia (i.e., AsiaLymph) of 3,000 cases and 3,000 controls will be conducted. The purpose of the procurement is to purchase the immunohistochemistry and other supplies necessary for the pathology component of AsiaLymph. In order to achieve the scientific goals of the study and have pathology results be comparable with data from previous studies done in this region, Leica Microsystems reagents need to be used. In order to be able to process the large number of samples in the study in a timely manner, it is necessary to use the automatic Immunostancer system. Currently, Leica Microsystems is the only company that produces the reagents necessary for immunophenotyping by the Immunostancer system. These reagents cannot be shipped from across countries due to the fragility of the reagents and the need for constant refrigeration and can only be supplied locally. Therefore, Leica Microsystems in Hong Kong is the only company able to fulfill the requirements of this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 20, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
