SOLICITATION NUMBER: PSC-10-065-INL ISSUANCE DATE: 09/10/2010 CLOSING DATE/TIME SPECIFIED 09/27/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Plan Colombian Helicopter Program Operations Advisor MARKET VALUE: FS-02 Equivalent to GS-14 PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Bogota, Colombia JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is assigned to the U.S. Embassy/Narcotics Affairs Section (NAS), Bogotá, Colombia, with duty location Bogotá. This position provides planning, operational, and logistical support. Also, contract oversight for the bilateral counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The desired target of the bilateral Counter Narcotics Aviation Program in Colombia is the curtailment of the supply of illegal drugs from foreign sources into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories, trafficking activities, and related enforcement operations. Purpose: The purpose of this personal services contract position is to provide a Plan Colombia Helicopter Program (PCHP) Operations Advisor for the bilateral aviation program in Colombia. The incumbent serves an in-country aviation advisor, responsible to the COLAR Aviation Advisor, Senior Aviation Advisor, and NAS Director, providing program implementation, direction, and execution oversight in support of Colombian Army (COLAR) counter-narcotics (CN) efforts. The incumbent ensures high-level interagency coordination among the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors, and other participating agencies. The PCHP Operations Advisor evaluates training and operational effectiveness of in-country Department of State programs to include airmobile interdiction, eradication operations, ensure all aviation programs retain requisite operational, and logistical fluidity. The incumbent monitors and evaluates the aviation support services contractor's performance in maintenance, operations, and logistics in support of these efforts. Supervisory Controls: The incumbent reports to and is supervised directly by the PCHP Advisor in all matters of program design, implementation, management to ensure compliance with INL/A aviation policies, directives, operations, maintenance standards by contractor personnel, and host government aircraft operators and maintainers. Statement of Work: a. Perform oversight and evaluation of contractor operations, including, but not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit written reports on the contractor's performance and activities to the Office of Aviation, and provide comprehensive award fee input to the Contracting Officer's Representative (COR) through the PCHP Advisor and Senior Aviation Advisor regarding contractor performance related to the COLAR Aviation Unit. b. Assist respective COLAR ground and aviation unit staff officers with proper planning and employment of USG assets (INL aircraft and personnel) in support of the counterdrug program. Provide instruction/guidance regarding Air Mobile Tactical Operations to the COLAR ground and aviation unit leadership, including, but not limited to instruction on the Reverse Planning Sequence for Air Mobile Operations, Air Assault/Air Movement Planning, Fire Support Planning (both airborne and ground assets), Ground Assault Planning, and Air Assault integration. c. Assist U.S. Embassy staff as required in validating USG Plan Colombia concerns for Human Rights compliance within COLAR Aviation and Ground Units. d. Submit appropriate End Use Monitoring reports on USG aviation equipment to country team members. e. As required, will direct and coordinate aircraft and personnel deployments within Colombia in support of aerial eradication of coca and poppy crops, intercepting illegal drug shipments through aerial interdiction, and providing COLAR Aviation Unit counternarcotics aviation training and support for the institutionalization of the program. f. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation/COLAR Aviation Unit. These operational systems and procedures include the Department of State Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counternarcotics operations in Colombia, and Deployment Operations procedures in support of COLAR operations throughout Colombia. g. Develop Air Assault/Air Mobility Tactics and training procedures (through the contractor and the Office of Aviation training/standardization staff) to enhance the counterdrug mission in Plan Colombia. These tactics and procedures include Night Vision Goggle (NVG) operations/tactics and armed helicopter escort tactics, rules of engagement, and aerial gunnery operations in support of the counternarcotics mission in Colombia. h. Provide operational direction and guidance to the contractor and the COLAR Aviation Unit related to operations and personnel activities for supporting the destruction and interdiction of illicit products into the United States. This includes planning and coordinating with the U.S. Department of Defense, Department of State, Drug Enforcement Agency, and other federal and host nation agencies. i. Provide direction and oversight for contractor and COLAR Aviation Unit training and standardization. Implement INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Oversee the COLAR Aviation Unit Rotary Wing aviation standardization program. j. Collect, review, and disseminate data on aviation tactics, techniques, and procedures (TTP) in support of the counternarcotics mission of the INL Office of Aviation. Maintain constant liaison with the Office of Aviation, U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to aviation operations. k. Provide technical and operational oversight of the COLAR Aviation Unit staff and technical direction and management to contractor employees. Plan work, set and/or negotiate deadlines and completion dates, and review and accept/reject final work. Assign work based on work priorities, difficulty of the assignment, and capabilities of employees. Give advice and instruction to employees on both work and administrative matters. Identify developmental and training needs, find ways to improve the quality of work, and develops overall performance standards for both COLAR and contractor personnel. Complexity: a. Assignments for the PCHP Operations Advisor include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include air assault/air movement of COLAR ground troops, force protection for aerial eradication, aerial interdiction, forward area aerial resupply/replenishment/sustainment activities, and COLAR aviation training. b. Incumbent must apply specialized and professional knowledge to supervise flight standardization of the aviation support contractor and COLAR Aviation Unit aircrews operating in Colombia at multiple forward operating locations. c. The incumbent oversees multi-national/multi-cultural aircrew/maintenance programs, plans, policies, and procedures for the INL Office of Aviation; coordinates recommendations from staff officers, consults with the Senior Aviation Advisor and the Director of Operations of the INL Office of Aviation regarding ongoing projects; provides guidance to Standardization Pilots, contractor, and COLAR Aviation Unit; and oversees overall implementation of the program. These plans and procedures include, but are not limited to development of a Night Vision Goggle training plan for COLAR Aviation Unit rotary-wing aircrews. d. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting Office of Aviation programs that will improve the effectiveness and safety of aviation operations in support of the counternarcotics mission. Minimum Qualifications: a. Must be a U.S. citizen, subject to Department of State Secret level security clearance. b. Possess knowledge of U.S. Federal Aviation Administration (FAA) regulations, including but not limited to, US Federal Aviation Regulation (FAR) Parts 1, 61, 67, 91, 135, 137, 141, 143, and 830. c. Be physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations. d. Proficient in Microsoft Office Suite. Required Qualifications: a. Have experience in the employment of UH-1 and UH-60 rotary-wing aircraft in support of counternarcotics operations, including capabilities, limitations and techniques of employment; must possess extensive operational experience in planning and conducting aviation and ground operations in battalion and brigade-sized military organizations involved in the training and standardization of aircrews; must have knowledge in the tactical employment of rotary-wing aircraft in high threat environments. b. The incumbent should have a basic knowledge of command and control communications procedures, government and military intelligence doctrine, and Department of State flight operations procedures. c. This position demands an extraordinarily high amount of interpersonal communications with the Colombian Military and Colombian National Police personnel. Excellent written and spoken Spanish skills are required. d. The PCHP Operations Advisor must have knowledge of U.S. Government contract administration procedures. Required Skills/Abilities: a. Knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities, military Command and Control (C2), Unit-level flight training activities, as well as Department of State Flight Operations Procedures. b. U.S. military rotary-wing instructor pilot and/or FAA certified flight instructor, with military or civilian standardization pilot qualifications. Possess a current FAA commercial pilot certificate for rotorcraft, with helicopter instrument rating as a minimum. FAA CFI/CFII and designated pilot examiner helicopter ratings are desirable. c. Experience in effectively dealing with a myriad of individuals who come from diverse cultural, ethnic, and technical backgrounds, including mechanics, pilots, and supervisors, intermediate and senior level managers, and senior officials of both the U.S. and Colombian governments. d. Ability to perform assigned duties with a minimum of supervision and take initiative as a self-starter. e. Ability to deal with U.S. and Colombian counterparts in a program that is of extreme importance to the governments of both nations. f. A minimum Spanish language proficiency at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is required. A level R/3, S/3 in Spanish is preferable. Scope and Effects: The primary purpose of the position is to assist the PCHP Advisor and Senior Aviation Advisor in the overall management of INL Office of Aviation programs. Carrying out of assignments may involve extensive analysis and investigation in order to detect and resolve problems that could adversely impact the effectiveness of future international illicit drug control programs. Personal Contacts: Contacts include senior officials throughout INL/A, the contractor, other U.S. Government federal agencies, the U.S. Department of Defense, Colombian Ministry of National Defense, the Colombian Military, and Colombian National Police. Nature, Level, and Purpose of Contacts: The incumbent serves as the NAS liaison with the Colombian Military regarding aviation operations and, as such, must often employ persuasion, diplomacy, and cooperation to achieve USG goals. Assignments may include active participation in management level conferences, meetings, and surveys concerning INL/A policies, procedures, and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from varying cultural and technical backgrounds. Physical Demands: The work is both physical and sedentary in nature and involves activity at both the main and field locations. The position may require some physical exertion and dexterity. Work Environment: a. Place of duty will be at the Tolemaida Military Base in the town of Melgar, Tolima Department. Candidates should be aware that although this is not considered a remote assignment by NAS, there are extremely limited personal services in this area of Colombia. Specifically, there are limited education, medical, and recreational services. In addition, due to the potential indirect threat to US personnel because of terrorist activity, mobility within the region is severely restricted. b. The work is primarily conducted in an office or aircraft hangar with frequent travel to field sites for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of drug traffickers and illegal armed groups and therefore may pose a risk to the incumbent while at these sites. Position Elements: a. Supervisory Controls: The incumbent reports to the PCHP Advisor. The Contract Administrator shall be the INL/RM Contracting Officer. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision of the Senior Aviation Advisor or Deputy. Completed work will be reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercises sound judgment in the management of personnel and resources of INL/A programs. Possesses or acquires detailed understanding of operational controls and of the information management systems used in NAS aviation and ground operations. c. Authority to make commitments: As authorized in writing by NAS. Evaluation Criteria: Factor 1 Contract Oversight: Candidate's ability to (a) perform oversight and evaluation of contractor activities, to include reviewing and monitoring contractor operational procedures; and (b) prepare periodic reports on contractor performance and provide comprehensive award fee input. (30 points) Factor 2 Develop, Coordinate, Organize and Implement Operational Support: Candidate's ability to (a) develop comprehensive support for continued aviation operations within established guidelines and procedures; (b) develop and publish Standing Operating Procedures (SOPs), implement and oversee training activities, and advise senior Colombian Military leadership on effective tactical employment of assigned aviation personnel and assets; and (c) oversee the transition of PCHP operations to the Colombian Government. (25 points) Factor 3 Assist COLAR Aviation Unit: Candidate's ability to (a) assist COLAR ground and aviation unit staff officers with proper planning and employment of USG air assets in support of the counterdrug program. (15 points) Factor 4 Provide instruction/guidance regarding Air Mobile Tactical Operations, Air Assault/Air Mobility Planning, Fire Support Planning (airborne and ground assets), and Air Assault integration to COLAR ground and aviation unit leadership. (15 points) Factor 5 Past Performance: Candidate's previous experience and quality of performance. Evaluators may use all information available at the time of the evaluation, whether provided by the applicant or obtained from references. (15 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
