- Description
- The United States Agency for International Development (USAID) intends to negiotiate a contract with Integra Government Services International, LLC, 4350 N Fairfax Dr STE 900, Arlington, VA 22203-1624. The action will be accomplished under the Authority of FAR 6.302-5(6), Sole Source Awards under the Veterans Administration Act of 2003. The acquisition will be conducted under the procedures of FAR 19.1406 - Sole Source awards to service-disabled veteran-owned small business concerns and FAR 19.501(d) - Set-asides for small business. This contract will provide Technical Assistance (TA) support to a range of Information and Communication Technology (ICT) related engagements as part of USAID's Global Broadband and Innovations (GBI) Program. The scope of the GBI Program, supported by this program, is a broadly based initiative aimed at improvement of the Agency's utilization of ICTs. The GBI Program's focus is leveraging ICTs in several key areas including: enhancing access to broadband Internet, supporting telecommunications-related legal and regulatory reforms, improving universal service funds/universal access funds (USFs/UAFs) administration, leveraging public private partnerships, delivering program-focused value-added content and services, expansion and leveraging of mobile networks, and supporting ICT-related capacity building. The core focus areas of support for this TA support contract include: 1. Providing TA to the GBI Program on ICT-enabled best practices associated with international socioeconomic development; 2. Providing TA to USAID/Washington Program Offices and overseas Missions on technical considerations and solution sets appropriate for imbedding into USAID's development portfolio; 3. Providing highly-specialized Telecommunications-related TA to USAID/Washington based program offices and Overseas Missions; and 4. Providing USAID/Washington program offices and overseas Missions with Mobile Applications-related TA. Specific qualifications being sought for performance of the work reflected in the Performance Work Statement (PWS) include: •· Demonstrated international experience working with local governments and private sector businesses •· Demonstrated experience in working with U.S. High Tech businesses in developing public-private alliances •· Demonstrated experience of engagement in undertaking ICT-related assessments for identifying opportunities for future engagement •· Demonstrated international experience in working with government entities, such as USAID, World Bank, DFID, IDB, etc., engaged directly in socioeconomic-related activities, with a focus in applying ICTs into these initiatives •· Direct engagement in the telecommunications arena, specifically in supporting market liberalization through a range of legal and regulatory activities, regulatory institutional strengthening, etc. •· Engagements in seeking mobile-based solutions for supporting socioeconomic development goals Integra Government Services, LLC is the only known Service-Disabled Veteran-Owned firm with the requisite technical expertise and demonstrated international experience necessary to accomplish the tasks outlined in the PWS.
