- Description
- Construct a Wastewater Treatment Facility at FOB Dwyer, Afghanistan. The project will be delivered using a design-bid-build approach. The contractor will be required to perform geotechnical and topographical studies and develop the civil and final foundations designs. Concept civil drawings and technical requirements will be provided. Primary Facilities will include a Wastewater Treatment Facility (Mechanical Treatment) with a treatment capacity of 1,325,000 Liters per day. Supporting facilities include electric service and utilities, site improvement and demolition. The magnitude of this construction project is between $10,000,000.00 and $25,000,000.00 USD. The expected contract duration is three hundred ninety (390) calendar days from issuance of notice to proceed (NTP). Plans and Specifications: Will be provided via electronic means. The specifications will be posted on a file transfer program (FTP) and offerors will be provided the web site and password for downloading of the documents. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-10-R-0083 is 30SEP10. Tentative date for receipt of proposals is 15NOV10. A pre proposal conference/site visit is tentatively scheduled for 14OCT2010. Tentative date to award the contract is 15DEC10.
