Description
The U.S. Army, Research, Development and Engineering Command Contracting Center, Edgewood Contracting Division is releasing a draft solicitation W911SR-10-R-0029 for industry feedback for the Rapid Agent Aerosol Detector (RAAD) effort. This effort is in support of the Joint Project Manager for Biological Defense (JPM BD) mission which includes, but is not limited to, the Joint Biological Point Detection System (JBPDS) Program. The JBPDS provides a common integrated biological detection and identification capability to U.S. forces worldwide. Currently, the Biological Agent Warning Sensor (BAWS) is a subsystem of the JBPDS, which performs the detection portion of the JBPDS capability. The JPM-BD has decided to replace the BAWS with the RAAD, based on technical advancements in biological detection and numerous comparative evaluations. Massachusetts Institute of Technology Lincoln Labs (MIT-LL) is currently under Government contract for RAAD development and transition to production support. The RAAD contractor will have access to all documentation and hardware that is generated under the MIT-LL contract as it becomes available. The RAAD effort will consist of two (2) phases as discussed in the statement of work which will include the design transfer, finalized development, product testing, production, production issue resolution, integration support, test support, integrated logistical support, and program management of the RAAD. Phase I will include all activities required up to and including acceptance of the RAAD as a Line Replaceable Unit as defined by a successful Production Readiness Review (PRR). Phase II will include all activities required after a successful PRR. The performance specification and various parts of the technical data package are export controlled and cannot be posted to this website. All interested contractors should refer to the draft solicitation posted on the Federal Business Opportunities page under solicitation number W911SR-10-R-0029 and comply with file entitled, How to Obtain Export Controlled Documents to request access to the technical data. A pre-solicitation conference is being planned for early October 2010. The conference will provide RAAD program information and address industry feedback from the draft solicitation. After the conference, the draft documents will be updated based on analysis of comments received and a formal Request for Proposal (RFP) is planned to be issued in late October/early November 2010.
