Description
The United States Government, represented by the U.S. Agency for International Development (USAID) is seeking applications from qualified U.S. citizens interested in providing Personal Services as a Health Development Officer (GHI Plus Field Deputy), based in Guatemala city as described below. Any resulting award of a Personal Services Contractor (PSC) from this solicitation is subject to NSDD-38 approval. This is a senior position with principal responsibility for planning, implementing and overseeing evaluation of President Obama's Global Health Initiative in Guatemala, one of the eight countries selected for GHI Plus status for FY 2011-2012. While all countries with USG-supported health programs participate in the Presidential Initiative, GHI Plus countries present special opportunities to advance health programs, through application of the GHI principles, to achieve the Initiative's ambitious objectives in country and to document those advances. Under the overall direction of the USAID Mission Director or his/her designee, the Health Development Officer/GHI Plus Field Deputy is the key officer in charge of USAID's role in this major Presidential Initiative in Guatemala. The Health Development Officer (GHI Plus Field Deputy) shall: 1) Carry out a leadership role in coordinating inter-agency planning and management of GHI activities, ensuring unity of effort by working proactively with colleagues at post from the Centers for Disease Control and Prevention, the Department of State and other agencies with GHI related health and development activities. 2) Through a delegation of authority from the USAID Mission Director, represent USAID's GHI programs to the Ambassador, Deputy Chief of Mission and senior officials in the partner country, principally the Minister of Health and Ministry senior staff. In concert with the Mission Director, the Field Deputy liaises with partner-country officials of other ministries and government entities, such as Finance, Planning, Education and Economy, on plans and programs impinging on the GHI. 3) Lead in collaborating with Ministry of Health officials, civil society organizations and in-country donors in promoting a country-owned program that is based on a national health plan developed primarily by in-country health leaders and endorsed by the partner country. 4) Seek out and establish partnerships with in-country multilateral organizations, associations of health professionals, civil society organizations that advocate for health, and private firms to marshal complementary resources, foster country ownership and promote sustainability. 5) Liaise directly with the USAID Administrator's Deputy for the GHI in Washington, who is a Deputy Assistant Administrator in the Bureau for Global Health, and with key lead GHI staff, on GHI strategic planning, implementation, evaluation and communication. 6) In collaboration with the Office Director of USAID/Guatemala's Health and Education Office, reorient USAID's health program to align optimally with GHI principles and program objectives. a) Principles strive for enhanced country ownership; a focus on women and girls and wider gender considerations; synergistic coordination and smart integration of interrelated health and development programs; vibrant partnerships with multilateral and other bilateral donors, as well as foundations, civil society and other private-sector actors; strengthened health systems that augur well for national ability to continue health gains into the future; strategic research and cutting-edge innovation that advance the state of the art of development practice; and robust monitoring and evaluation that document GHI experience, ensuring accountability to GHI stakeholders and disseminating results to the wider development community. b) Program objectives seek to reduce maternal mortality and improve women's health; avoid unintended and ill-timed pregnancies through family planning that empowers women and bolsters their health, as well as that of their infants and young children; take to scale proven interventions that save lives and foster healthy, well-nourished families; and reduce the burden that HIV/AIDS, malaria and neglected tropical diseases have on health and development. 7) Identify needs for technical assistance from USAID's Bureau for Global Health and the relevant regional bureau and liaise with Washington to establish a program of targeted assistance. 8) In close collaboration with Washington, ensure a full program of monitoring and evaluation. 9) Collaborate with the USAID senior Program Officer and Development Outreach Coordinator to design and carry out a communications strategy on the GHI. 10) Represent USAID's GHI program in Guatemala in international meetings. 11) With the other Field Deputies in GHI Plus countries, participate substantively in a community of practice on GHI implementation and results. 12) Collaborate closely with other USAID Mission health management staff to produce the results sought for the GHI. •13) Report to the Mission Director or his/her designee. QUALIFICATIONS Education : A Masters degree in public health, health science, health administration, or business administration is required. Specialized training or experience in project implementation, management and administration is also required. Experience : At least fifteen (15) years of progressively responsible professional level experience in project management and supervision in the fields of health management and/or nutrition. At least ten (10) of the fifteen (15) years should be with an international governmental or non-governmental development organization. Prior supervisory and/or general management experience is required; prior work experience with USAID is desirable. Knowledge and Abilities : Strong analytical skills and understanding of USAID policies, procedures and practices; ability to communicate with and motivate effectively persons of different cultural backgrounds; excellent interpersonal as well as written and verbal communication skills. Supervision Relationship: The Mission Director will supervise the Health Officer (GHI Plus Field Deputy) on a day-to-day basis. SELECTION CRITERIA •I. TECHNICAL AND ANALYTICAL SKILLS (35 POINTS) Demonstrated ability to: (a) develop and maintain relationships with decision-makers (including government officials, donor representatives, business leaders, community leaders, and NGO leaders) on all matters of program design, development, implementation, monitoring and evaluation; (b) identify, assess and resolve impediments to project implementation; be creative/innovative in identifying opportunities to revise or expand activities in the health portfolio. Must have strong technical and interpersonal and communication skills to develop and maintain collaborative working relationships with Government of Guatemala Health Officials. Must be proficient in word processing. Ability to use related computer packages and skills (e.g. Powerpoint, Excel,, Microsoft Office etc.) is desirable; and (c) a broad-based understanding of health and nutrition activities and an ability to analyze and establish priorities within a development framework. II. EXPERIENCE AND PAST PERFORMANCE IN COMPARABLE WORK (30 POINTS) At least fifteen (15) years of progressively responsible professional level experience in project management and supervision in the fields of health management and/or nutrition. At least ten (10) of the fifteen (15) years should be with an international governmental or non-governmental development organization. First hand experience in working with national and local governments and non-governmental organizations (NGOs)(including community-based organizations), especially in institutional strengthening and capacity building. On-the-ground experience in health management in areas such as health and nutrition. Past performance on contracts with similar terms of reference will be used to evaluate the type of performance that might be demonstrated during this assignment. Statements provided by references will be reviewed. III. COMMUNICATION AND INTERPERSONAL SKILLS (25 POINTS) The contractor must have excellent interpersonal as well as written and verbal communication skills. Must demonstrate ability to communicate effectively with staff at all levels and the general public. Demonstrated ability to prepare technical reports and documents related to health and nutrition in a professional and highly competent manner that conveys information in an easily understood manner requiring little or no editorial changes prior to distribution. Ability to deliver speeches and presentations on technical matters that are clearly understood by the target audience. Position requires a S3 / R3 in Spanish. IV. EDUCATION (10 POINTS) A Masters degree in public health, health science, health administration, or business administration is required. Specialized training or experience in project implementation, management and administration is also required.
