- In accordance with the Federal Aviation Administration Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The FAA has a requirement to test, evaluate, and perform additional research and development on the FAA-owned Honeywell SLS-4000 Global Navigation Satellite System (GNSS) Landing System (GLS) test bed currently installed at Memphis International Airport in Memphis TN. The system was used as a platform for continued LAAS program initiatives, including refinement of the Federal LAAS specification, evaluation of Federal Flight Inspection and GBAS Siting orders, and operational characterization in realistic airport environments. This work has been completed at Memphis and, based on the limited number of SLS-4000 systems available the decision has been made to move this system to Houston Intercontinental Airport to continue this work and other operational assessments. The objective of this proposed contract is to provide an SLS-4000 at George Bush Intercontinental Airport (IAH) to support validation of Ground-Based Augmentation System (GBAS) performance and design requirements in an operational environment. The proposed requirement consists of three task areas: removing and packaging the Memphis SLS-4000 for shipment to Houston, evaluation of the George Bush Intercontinental Airport environment at Houston for potential SLS-4000 installation locations, and installation of the SLS-4000 at IAH to include generation of all documentation and site-specific data generation. The SLS-4000 is a Honeywell product. The software and hardware designs are proprietary to Honeywell. Accordingly, only Honeywell has the necessary design documentation, system knowledge, and experience to remove the system from the installed environment at Memphis, including fully de-cabling and packing and then re-installing the system at Houston. A competitive solicitation will not be available for this procurement.
