- Description
- This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent L3 Services (formerly Titan Corp), 11000 Commerce Parkway, Mount Laurel, NJ 08054-2369 for 314,397 (Three hundred fourteen thousand three hundred ninety-seven) hours of Engineering and Technical Services along with associated Travel and Materials under contract N00421-05-C-0009 for the continuance of technical and engineering services to support legacy, current, and next generation Telecommunication and Related Communication-Electronic (C-E) systems, subsystems and components while the follow-on contract is being competed. This acquisition will result in the modification of existing L3 Services Contract N00421-05-C-0009 providing for an extended period of performance of approximately fifteen months that will run from 1 November 2010 to 25 January 2012. This directed procurement is necessary as the current contract is scheduled to run out of ceiling 31 October 2010. Due to the on-going nature of the projects currently being done under Contract N00421-05-C-0009 and the need to continue these services without a break in work, L3 Services is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor (L3 Services) currently has fully trained personnel and a fully developed management system in place for execution of the required work, resolicitation for the fifteen month period would not only result in a break in service, but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
