Amendment 0003Telephone or facsimile questions will not be accepted. THIS NOTICE CONSTITUTES AMENDMENT NO. 0003 to the combined synopsis / solicitation forElectrical Design and Engineering Services related to NASA program requirements at theJohn F. Kennedy Space Center (KSC), Florida; Cape Canaveral Air Force Station (CCAFS),Florida; and Vandenberg Air Force Base (VAFB), California. Companies shall acknowledgeall amendment(s) in their proposal. A separate written amendment will not be issued. The purpose of this amendment is to revise the Small Business Subcontracting Requirementsin the Combined Synopsis / Solicitation Notice AND to establish the Current ResponseDate.1. The paragraph starting with the words, The Government intends to award one or twoIndefinite-Delivery, Indefinite-Quantity (IDIQ) contracts is revised by deleting thelast sentence.2. The following paragraphs are added to the Combined Synopsis / Solicitation Notice:Subcontracting Plan The contracting officer has determined subcontracting possibilities exist and hasestablished the following recommended subcontracting goals for veteran-owned smallbusiness, service-disabled veteran-owned small business, small disadvantaged business and8(a), HUBZone, women-owned small business, and small business concerns for contractsawarded to large businesses. The recommended subcontracting goals are for the overallIDIQ contract 5 year ordering period and are provided for informational purposes only andare not legally binding. Small Business Type and Subcontracting Goal VOSB 1.93%SDVOSB 1.06%SDB 1.75%HUBZone 0.24%WOSB 2.04%SB 8.00%In accordance with FAR 52.219-9, Alternate II (October 2001), Small BusinessSubcontracting Plan, apparent successful offerors who are large businesses will berequired to submit an IDIQ Small Business Subcontracting Plan to the Contracting Officerto be eligible for award. When defining the basis on which subcontracting goals are to beproposed, the contractor shall use the IDIQ maximum ordering value of $10,000,000. Apparent successful large business offerors failing to negotiate an acceptable IDIQSubcontracting Plan with the Contracting Officer will be ineligible for award.3. Offerors are reminded that this procurement is part of the Small BusinessCompetitiveness Demonstration Program. The NAICS Code and small business size standardfor this procurement is 541330 and $4.5 million respectively. 4. The Current Response Date (proposal due date) is hereby extended to:Noon Local Time, September 16, 20105. All other terms and conditions remain unchanged.End of Amendment 3.
