- Synopsis: The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of US Army, Garrison contemplates award of one or more Blanket Purchase Agreements (BPA), for a 5 year period, for purchase of diagnostic/counseling sessions for employees with substance abuse problems as well as marital/interpersonal problems, family problems, job related problems, individual personality problems and other life stressors. This synopsis is open to all business concerns. However, in accordance with FAR 19.501 our intent is to establish BPA's with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be accepted. The work performed under this award and resulting orders will be in the Picatinny Arsenal, New Jersey area. Interested vendors shall be capable of administering counseling sessions to those who seek help with the aforementioned. The candidates shall possess at a minimum, a Masters degree in the behavioral sciences(i.e.counseling, psychology, social work or marriage and family), EAP (Employee Assistance Program) certification, or licensure in an acceptable field, with continued EAP certification or licensure from a recognized accrediting body, and a minimum of three years experience in providing the types of services requested. Work will be performed at contractors site and have certified counselors available 24 hours/7days per week on call coverage. Monthly reports will be given to the EAP Manager regarding utilization, demographics and clientele satisfaction surveys. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and a copy of the most recent ORCA certifications. Interested firms/companies shall submit their capabilities/qualification data NO LATER THAN September 17, 2010.
