- JOFOC Description of work: The contractor will provide technical assistance to support NRR with performing their regulatory function over the next 5 years. The support activities include, but are not limited to the following: acceptance review of license renewal applications, preparation of a safety evaluation report (SER), participation in site audits, support of Advisory Committee on Reactor Safeguards (ACRS) presentations, support of technical issues, preparation of technical reports, review of licensee quality assurance plans and practices, technical assistance for review of environmental issues for operating reactors, assistance in developing and implementing policies, processes, and guidance documents associated with review and approval of LRAs, support of pre-application activities, and support for potential litigation. This procurement was a non-competitive action under Far Part 6.302-3. A cost-plus-fixed-fee type contract was suitable in this instance due to uncertainties involved in contract performance that do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
