Description
The purpose of this Amendment Four is to revise the Evaluation Factors and Evaluation Criteria for Factor 1 - Technical Approach under Sections E.8 and E.9 to read the following: Factor 1 - Technical Approach Element 1.1 - Physical System requirements Element 1.2 - Teleport Capabilities Element 1.3 Network Operation Center (NOC) operation and support service Capabilities Element 1.4 - Airtime and coverage capabilities • Element 1.1-Physical system requirements - In order to assist in evaluating requirements Section 5.1 of the SOW the offeror shall provide an overall network design drawing to include equipment descriptions, RF & IP flow. Coverage areas shall be shown via picture depicted against respective continents and include supporting satellite and teleport locations. Offerors design drawing will be evaluated on how well it meets or exceeds the requirements. • Element 1.2 Teleport capabilities - In order to assist in evaluating requirements SOW Section 5.2 the offeror shall provide RF and IP service level minimums. If teleport diversity is provided it shall be depicted within the overall network design drawing. Offerors RF and IP service level minimums will be evaluated on whether it meets or exceeds the requirements. • Element 1.3 - Network Operation Center (NOC) operation and support capabilities - In order to assist in evaluating requirements SOW Section 5.3 the offeror shall provide excerpts of an active daily NOC log showing support processes in place while supporting a Ku band customer. The offeror shall also provide the Coast Guard with a daily and monthly support call average to their NOC facility broken down by process (i.e. reset of a modem, configuration of equipment, change of bandwidth). The Government will be installing the Ku band system onboard Coast Guard cutters located in CONUS, AK, HI, Guam, Puerto Rico and Bahrain. The Contractor will be required to provide technical support services for these installations. Technical support will be via telephone and any hardware replacements shall be via overnight FEDEX to the Coast Guard installation site. Offerors will be evaluated on the degree to which the Offeror has the capacity to provide services at USCG units (ashore and afloat) at world-wide Coast Guard locations. • Element 1.4 -Air time and coverage capabilities - In order to assist in evaluating requirements to SOW Section 5.4 the offeror shall clearly include contours which may affect uplink or downlink coverage area within the coverage map submitted under Element 1.1. The offeror shall ensure that Element 3.1 identifies the sub-contractor if their NOC is sub-contracted. Offerors contours which may affect uplink or downlink coverage areas will be evaluated on whether it meets or exceeds the requirements. Please note that under each element an additional statement has been provided as to how the Government will evaluate the elements of Technical Approach.
