- This announcement is a Market Survey seeking information from venders capable of performing Battery Maintenance Training in accordance with the attached draft Statement of Work (SOW). The Federal Aviation Administration (FAA) seeks responses from contractors with a demonstrated ability to regularly provide and conduct training on battery systems. These battery systems include: Flooded Cell Batteries (FCB), Valve Regulated Lead Acid (VRLA) batteries and other miscellaneous battery types. The Government intends to furnish batteries, as Government Furnished Equipment (GFE), including batteries making up the strings for Uninterruptible Power System(s) (UPS) and Direct Current Back Up Systems (DC BUS) currently in use at FAA facilities. The contractor will provide the training facility floor space for classroom and laboratory space, with required environmental conditioning appropriate for the battery type for each battery string furnished by the government. At the completion of training FAA technicians will be able to perform all tasks that a battery vendor's Field Service Representative would perform during maintenance visit to a customer's site. The current maintenance training contract ends January 31, 2011. The period of performance for the new contract contemplated in this market survey will be March 31, 2011 through March 30, 2012 with four (4) additional one year options. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code for this requirement is 611519 Electronic Equipment Repair Training with a small business size standard of $7 Million average annual receipts. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these items. The FAA will not be liable for any costs associated with the preparation of responses to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. The interested vendor's response must be submitted no later than 2:00 P.M. local time on September 30, 2010. All responses to this Market Survey must be in writing, on company letterhead, and must demonstrate that the company can meet the requirements provided in the attached draft Statement Of Work (SOW). Limit responses to no more than 10 pages and include a completed Business Declaration Form (Attached). The Business Declaration Form does not count in the page count. Submit any questions by email.
