AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W16XU702390307 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 333924 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-10 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Ft. Drum, NY 13602 The USA ACC MICC Fort Drum requires the following items, Brand Name or Equal, to the following: LI 001, Mack GU7 Class C, tandem axle, 20 ton dump truck or equal. Salient characteristics: Truck must be a 6X4 vocational class C vehicles used for road patching, hauling gravel, soil, sand and snow plowing. At least a 13 liter, 425 horsepower turbo diesel engine with engine break. Six speed automatic transmission with PTO provisions. 46,000 lb rear axle rating, 20,000 lb forward front axle rating, approximate 4.78 rear axle gear ratio, driver controlled total locking differentials, synthetic axle and transmission lube. Dual steering gear boxes. Front rubber fender with extensions. Six switch accessory package. Wiring harness for PTO, lights and accessories. 130 amp alternator, air dryer, back up alarm, 120V block heater, fuel heater, 75-80 gallon fuel tank, fuel water separator, air bag type cab suspension, heated mirrors, 8 inch convex spot mirrors, stainless steel hood mounted with convex mirrors on the right and left, Am-FM radio with weather band, high back air ride seats for both driver and passenger, high output heater with air conditioning, dust shields for all axles. Rear wheel hubs are to be hub piloted with high traction 11R22.5 16ply tires. Front wheels are to be hub piloted with steer tires 425-65-22.5 20ply tires. Cab to be painted white; 20 inch front frame extension. Equipment to be supplied and installed on the vehicle prior to delivery to the Government: 15 foot steel dump box with 54 inch sides and 60 inch ends, half cab shield, 12 inch bolt on apron, air tailgate latch and release system and telescopic lift. All plumbing, valving, controls, tanks, fluids, and transmission mounted hot shot electric PTO and hydraulic pump. All box lights are to be LED type with stop, turn, back-up, driving and two yellow alternating flashing lights to be mounted in the rear box corner. LED roof mounted beacon. Full rear plastic fenders with rubber flaps on front and back. Left side front mounted fold up ladder. Front and back tow hooks. Dump box to be painted Omaha Orange or similar color. For informational purposes, the Government will be outfitting each truck with a reversible nose plow with left and right wings attached. These attachments do not need to be provided, but the trucks must be able to accomodate the plow and wings., 12, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA ACC MICC Fort Drum intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC MICC Fort Drum is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
