Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition will be conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. M67001-10-Q-0297 is issued as a Request for Quotation (RFQ) to provide the Government the following supplies: Four (4) Closed loop wash racks delivered to Marine Corps Base, Albany, GA 31704. The contractor shall provide all supervision, labor, tools, equipment, materials, and certifications necessary to fulfill the requirement. A detailed description and quantities of the Government s Supplies required, and salient characteristics of the requirement are located in attachment one (1). The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-44, effective 8 July 2010 and DFARS Change Notice (DCN) 20100713, effective 13 July 2010. The associated North American Industrial Classification System (NAICS) and the Standard Industrial Classification (SIC) codes for this requirement are 333298 and 7542. Vendors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR will make vendor ineligible for award. Information on registering in CCR may be obtained by calling (888) 227-2423 or via the internet at http://www.ccr.gov. The provision at 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. The service the contractor provides shall comply with all Federal, State, and Local regulations. FOB site: Destination. Evaluation: The vendor s quote shall provide a detailed description (to include a specification sheet) of how the vendor will meet the Government s requirements listed in Attachment (1). Award will be made to the responsible vendor who provides the lowest evaluated price for a technically acceptable solution and who has at least a satisfactory past performance record. Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the delivery requirement. A mere statement that the vendor will meet the Government s requirements is insufficient, the vendor must demonstrate how it will meet the requirement. The Government intends to evaluate quotes and award a contract without exchanges with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor s initial quote should contain the vendor s best terms from a price and technical standpoint. However, the Government reserves the right to conduct exchanges with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. The Government intends to award one contract, on an all or none basis, to the vendor whose quote provides the lowest price technically acceptable solution; however the Government reserves the right to award no contract at all, depending on the quality of the quotes submitted and the availability of funds. Vendors shall provide at least three (3) relevant past performance references with their quote. Reference information shall include agency or business name, contract number, dollar amount, point of contact (include phone number and email address), for which your firm has provided the same or similar services or supplies. Firms without a record of relevant past performance must affirmatively state that no relevant past performance is available. Such firms will receive a neutral rating that will be evaluated neither positively or negatively. Relevant past performance is defined as performance of contracts of similar size scope & complexity as this requirement performed within the past three (3) years. For the purpose of this RFQ, similar in scope means the provision, delivery & installation of similar quantity and quality items as those identified in Attachment (1). The Government reserves the right to obtain & use past performance information from sourcs other than those listed in the quote, to include prior dealing with the government & personal knowldedge of the company. Quotes shall be submitted no later than 10:00 AM EDST, 15 SEPTEMBER 2010, to be considered for award. All quotes shall be submitted to Mr. Harold Kostem via email, Fax, United States Postal Service (USPS) or Mail Courier Service. The address for submitting quotes via email is: harold.kostem@usmc.mil. The phone number for submitting quotes via fax is: (910) 451-1769. The address for submitting quotes, via USPS is: Contracting Department, Attn: Mr. Harold Kostem, P. O. Box 8368, Marine Corps Base, Camp Lejeune, NC 28547-8368. The address for submitting a quote via courier service is: Contracting Department, Attn: Mr. Harold Kostem, Bldg. 1116, MCB, Camp Lejeune, NC 28542. Vendors are responsible for ensuring their quotes have been received. Contact the above indicated contract specialist or contracting officer to ensure the government has received your quote. Note that mail service and occasionally delivery services are delayed in delivering to on-base addresses. Please allow additional time for delivery if submitting via U.S. mail or a delivery/courier service. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will be rejected. Vendors are to include a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items with the quote. If the vendor has completed the annual representations and certifications electronically at http://orca.bpn.gov only paragraph (k) of 52.212-3 and DFARS 252.212-7000 provision shall be completed (please submit a completed copy of paragraph (k) and 252.212-7000 with your quote).
