Description
SF 1449 Solicitation/Contract/Order for Commercial Items for the Parma Rollaharrow. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this Request for Quotation (RFQ), AG-9327-S-10-0011 The RFQ numbers document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46 The USDA-Natural Resources Conservation Service intends to issue a sole source order for one Parma Rollahorrow. This equipment is to be used for seedbed cultivator the axle designed to hydraulically lift the front end first for quick and smooth turnaround. Provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation-Commercial Items does not apply to this acquisition. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-5, Contract Terms and Conditions-Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; 52.217-7, Separately Priced Line Items; SCSAR 4I-52.232-70, Designated Payment Office Contact Point; and SCSAR 4I-52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies and includes the following clauses: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.219-8, Utilization of Small Business Concerns; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13, Restriction on Certain Foreign Purchases; and 52.232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration. See numbered note 22. The Government may not award if it is advantageous to the Government to do so. Subject to Federal Acquisition Regulation Clause 52.232-18 -- Availability of Funds (Apr 1984): Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. If the Government makes an award for the Parma Rollaharrow under this RFQ by September 30, 2010, the requirement for delivery will be no later than January 20, 2011, to the Great Basin Plant Material Center 2055 Schurz Highway, Fallon, Nevada, 89406.
