Description
This is a combined synopsis/solicitation for commercial items= prepared in accordance with the format in FAR 12.6, as supplemented = with additional information included in this notice. This announcement = constitutes the only solicitation; quotations are being requested and a = written solicitation packages will not be issued. Solicitation number VA-248-10-RQ-0670 is issued as a request for quotation. The = solicitation document and incorporated provisions and clauses are those = in effect through Federal Acquisition Circular 05-43. The award will be issued as a purchase order with no option years. The specific = requirements of this solicitation are as follows: VHA West Palm Beach, Medical Center (VHAWPBMC) 7305 N. Military Trail, has a requirement for a natural gas pool manager to manage and purchase natural gas for the VA Medical Center West Palm Beach, FL, located at 7305 N. Military Trail West Palm Beach, FL 33410. The VA is on the Florida Gas Transmission-Zone 3 pipeline and Florida Public Utilities is our local distribution company (LDC). The medical center uses on average 675,000 therms of natural gas per year. We are seeking indexed pricing with a fixed adder for our procurement. No adjustments for any factors such as fuel charges, usage charges, balancing or retainage charges, etc will be allowed. The selected company will be responsible for monitoring and managing the natural gas needs of the medical center. If you are interested in competing for the above listed natural gas contract you must be listed as a acceptable Pool Manager by the LDC FPU, and be register with the Central Contract Registration, (CCR) web site. This contract will be issued for one (1) year with a start date of 10/1/2010 thru 9/30/2011. This notice is a combined synopsis/solicitation for one year of natural gas. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ). Quotes are being requested and a written solicitation will not be issued. In accordance with 12.603(b), the SF 1449 is not used. Provisions at 52.212-1, Instruction to Offerors- Commercial Items applies apply to this acquisition. Offerors shall submit documentation to show satisfactory performance of a contract within the last five years of similar scope and magnitude, demonstrating their ability to perform the proposed effort, including current and correct telephone numbers, FAX numbers, and email address of point of contacts (POCs). Satisfactory completion means that the offeror performed the contract according to it terms and conditions without major deficiencies. Evaluation of proposals depending on the efficiency, the government will award a single commercial firm-fixed-price contract according to indexed gas with a fixed adder . An award will be mad to that offeror whose quote meets the specification listed above and is the most advantageous price to the government. A responsible offeror must demonstrate (i) adequate financial resources, (ii) be an accepted Natural Gas Pool Manager by Florida Public Utility Company, (iii) satisfactory past performance, (iv) satisfactory record of integrity and business ethics, and (v) must be CCR (Central Contractor Registration ) registered. Applicable clauses for this acquisition include 52.214-4, Contract Terms and Conditions Commercial Items; 52.243-1, Changes-Fixed Prices; 52.232-34, Payment By Electronic Funds Transfer, and 52.212-5 Contract Terms and Condition Required to Implement Statues or Executive Orders Commercial Items. Offerors not in possession of the above referenced clauses and provisions in full text may obtain a copy via the Internet at http://ww.arnet.gov. All responsible sources who can provide the above requirements shall submit written quotations by close of business, Friday September 24, 2010, @ 2:00pm. All quotes shall include price (s), FOB point, and a POC (name, telephone number, and e-mail address. All quotation and questions must be submitted in writing and received by facsimile at 561-422-6516 or e-mail at Juanita.lyons@va.gov. Last day for written questions to be submitted will be September 21, 2010. Telephonic questions will not be allowed. Due date for RFQ is 9/24/2010 @ 2:00pm.
