Description
Head Quarters Air Force Special Operations Command (HQ AFSOC) Hurlburt Field intends to award a Sole Source contract award to L-3 Communications, 600 3 rd Avenue, New York, NY 10016. Hurlburt Field intends to purchase the Remote Operations Video Enhanced Receiver (ROVER) 5 and the video oriented transceiver for exchange of information (VORTEX) systems to establish training guidelines, TTP's, and rapid systems engineering for units at Cannon Air Force Base, NM and Hurlburt Field, FL. The ROVER 5 is a small, lightweight, rugged transceiver that transmits time sensitive targeting data and displays sensor data from multiple airborne platforms. It is backward compatible with the ROVER III and ROVER IV Systems. The ROVER 5 operates on multiple bands including Ku-band, C-band, L-band, S-band, and UHF. It can be powered by its internal lithium-polymer battery or through a power cable. The ROVER 5 can operate using digital or analog waveforms and can encode or decode MPEG-2, MPEG-4, H.264 and analog NTSC. It also has the ability to decode H.261. External interfaces include 10/100 BaseT Ethernet, USB2.0, RS-232, RS-422, Audio Input/Output, External Power Connector, BNC External Video Input/Output. The ROVER 5 weighs 3.5 lbs and has a touch screen which is sunlight readable. The VORTEX Communications Node (VCN) is a compact, low power, ruggedized unit designed for use in aerial, surface, and maritime platforms. It is interoperable with all ROVER systems, Common Data Link (CDL) systems, Predator systems, and any other system that utilizes the VORTEX Native Waveform (VNW). The VCN provides a full-duplex, wireless communication channel between its host platform and a compatible remote terminal. It is capable of transmitting and receiving over UHF, L-band, S-band, C-band, and Ku-band. The VCN performs analog and digital processing functions such as modulation, demodulation, forward error correction, interleaving, and conversion to RF frequencies. It also performs baseband data processing such as encryption, decryption, routing, message protocols, message formatting, user identification, and user authentication. The VCN's ports consist of a power connection, a COMSEC fill, video in, video out, red I/O, black I/O, transmitter, and receiver ports. The VORTEX can also be equipped with a RF antenna tracking system to sustain high data rates over a line of sight RF connection. The Government believes that L-3 Communications is the only known source that has the ability to provide this service. Capability statements must include documented ability to satisfy the Government's requirements. Any information received will only be considered for the purpose of conducting a competitive procurement.
