- RECOVERY - This procurement will be firm-fixed price and is funded in whole by the American Recovery and Reinvestment Act (ARRA) of 2009 and is subject to reporting requirements of the Act. TAS No. 14 9/0 2101. Project No. D35N21. The Bureau of Indian Affairs, Navajo Regional Office, on behalf of the Bureau of Indian Education, is issuing this solicitation notice for a new PBX system for Many Farms High School, Many Farms, Arizona. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. RA000910512 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. This acquisition is a total small business set-aside. NAICS Code: 238210, Small Business Size Standard: $14.0 million. This acquisition will be a firm fixed price contract. This solicitation is funded by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, and the contractor shall comply with ARRA statute and all applicable laws, regulations, provisions, policies, procedures, and clauses, including but not limited to meeting the requirements of Sec. 1512 of the ARRA and other accountability and transparency conditions. *******************Special Recovery Reporting Requirements**********************The Contractor shall register and report all project information as listed in FAR PART 52.204-11, using the online reporting tool available at www.federalreporting.gov. Cumulative reporting to www.federalreporting.gov will begin with the October 10th reporting deadline. Contractors must check this online site often for updates and monitor finalization of the interim rule published in the Federal Register at 74 FR 14639. Failure on the part of the Contractor to provide, maintain, and report the required reporting and special reporting information as required by FAR 52.204-11 to BIA Contracting Officer within specified days following award AND/OR report information to www.federalreporting.gov shall constitute a material breach of the contract upon which BIA may immediately terminate a resultant contract for cause. A fixed price contract with estimated quantities will be awarded. Receipt of award is contingent on contractor meeting the requirements of ARRA reporting. Contractor must be registered with both the Central Contractor Registration (CCR) at ccr.gov and Federal Reporting at www.federalreporting.gov websites in order to receive any ARRA funded award from the Federal Government. Due to the urgency of the requirement, the response time for quotes due, is short. Suppliers / vendors qualified to install a new PBX system for Many Farms High School are encouraged to submit a signed and dated quote; responses to evaluation factors, along with a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, DUNS Number, proof of contractor's registration in www.federalreporting.gov, www.ccr.gov, to the Bureau of Indian Affairs, Navajo Regional Office, Division of Acquisition, Attention: Lynelle Benallie, P. O. Box 1060, Gallup, New Mexico 87305 by 4:30 p.m. local time (MST), September 17, 2010. Physical address: 301 W. Hill Ave., Room No. 346, Gallup, NM 87301. The award will be made on a Best Value basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Understanding the Project Requirements and Knowledge of Site Location - 50 %(ii) Professional Qualifications of Engineering Team - 25 %(iii) Past Performance and Experience -25 % Submit detailed information for each evaluation factor. All evaluation factors, when combined, are significantly more important than cost or price. Responses for each evaluation factor will need to be submitted with your proposal. Statement of Work: Scope: The Contractor will perform an upgrade of existing equipment and wiring for Local Area Network. This is for intranet and internet use. All wiring, switches, and servers are at least 5 years old and past end-of-life. New phone system will be installed to connect all buildings thru a central switchboard. The present phone system is at least 20 years old and cannot be expanded. Background: Campus consists of 10 separate building containing classrooms. None have had an upgrade in 10 years. Wiring and switches (hubs) cannot handle the present load on the Intranet and as we expand into more labs with more computers and computer assisted learning the Intranet continues to run slower. Objective: This contract will provide for a complete upgrade to our present Intranet. It will expand our Intranet into classrooms that are located in other building on campus. The phone system will allow for communications to all classrooms. When complete the intranet will be able to handle the load that will be placed on it in the coming year. This will provide much better service and allow for future expansion. Tasks: The contractor will perform all work on site. The contractor will provide all equipment required to perform the upgrades. The contractor will provide equipment and wiring that will be needed to upgrade our present LAN. This will include and switches, patch panels, UPS, and servers. Delivery: Upon completion of project, the contractor will deliver a list of all equipment installed and where it is installed. This will include a network map of fiber and Cat6 wire. Wiring will take 4 weeks to install. Switches and servers will follow and take 4 weeks to install and test. Phone upgrade will take another 3 weeks to install and test. Furnished Information: The contractor will be provided will a site map and where wiring and equipment will be installed. Security: Identification will be required by all employee to gain access to our campus. They must have passed a background check. Place of Performance: All work will be performed at Many Farms High School. Period of Performance: After contract has been awarded the contractor will have 11 weeks to do wiring and install equipment. The Wiring will take 4 weeks; the switches and servers will take 4 weeks, and the phone upgrade will take 3 weeks. Work will be done in that order. PROPOSAL: REPLACE PBX SYSTEM AT MANY FARMS HIGH SCHOOL, MANY FARMS, ARIZONA 1 JOB $_______________________________ ***PROVIDE COMPETE BREAKDOWN OF COSTS*** BACKGROUND INVESTIGATION: In accordance with 25 U.S.C. 3201 (P.L. 101-630), Indian Child Protection and Family Violence Prevention Act; 42 U.S.C. 13041, Crime Control Act of 1990; 441 Departmental Manual, Personnel Security and Suitability Requirements all positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable screening (applicant and suitability) determination made by the Bureau of Indian Affairs (BIA) Office of Indian Education Programs (OIEP), Personnel Security and Suitability Program; and a favorable background investigation determination conducted by the Office of Personnel Management (OPM). A favorable screening (applicant and suitability) determination must be made by the Bureau of Indian Affairs (BIA) Office of the Indian Education Programs (OIEP), Personnel Security and Suitability Program prior to contract award or made within 60 days of incorporation of this clause into a current/existing contract. Pending completion of a background investigation by OPM, the Contractor who has been granted a favorable screening (applicant and suitability) determination must be within the sight and under the supervision of a Government employee who has had a completed background investigation (42 U.S.C 13041 (3)) during contract performance until a final background investigation determination has been made. Prior employment with the Federal Government, including BIA, OIEP or the Bureau of Indian Affairs, does not assure that the appropriate screening or investigation was conducted nor does it alleviate or guarantee a favorable screening (applicant and suitability) determination or background investigation. Prior to an award or during the 60 day period discussed in paragraph two, it is solely the company, individual or contractor's responsibility to contact the BIA, OIEP Personnel Security and Suitability Program at 505-563-5287/5288/5289/5294 in order to obtain a complete security package, which includes but is not limited to appropriate investigative forms and/or inquire about their previous investigation; and, obtain a screening (applicant and suitability) determination, and subsequent final background investigation. If an unfavorable screening (applicant and suitability) determination is made, a purchase order shall not be awarded to the individual who received an unfavorable screening or to the company who has proposed to employ the individual to perform the work. The individual and or the company who proposed to employ this individual may be determined to be non-responsible if an unfavorable screening (applicant and suitability) determinations is made, which will make them ineligible for purchase order award. If an unfavorable final background investigation determination is made, the purchase order may be terminated and the employee in question shall not be authorized to provide service to the BIA, OIEP, if the services involve contact with or regular control over Indian children. Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable.
