Solicitation Number: Notice Type: VA-258-10-RQ-0324Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation VA-258-10-RQ-0324 is being issued as a Request for Quotation. The attached solicitation (SF 1449) incorporates provisions and clauses for commercial items. All quotes shall be guaranteed for 30 days. Attached is the solicitation VA-258-10-RQ-0324. In addition, this is a brand name specification for Siemens Medical Solutions manufactured products only, IAW FAR 6.302-1. Only one brand name and no other supplies or services can meet the agencies needs. This item(s) are 8-channel foot/ankle coil #Av,S to be compatible with Siemens MRI model Avanto 1.5T. Phoenix VA Healthcare System currently utilizes the Avanto MRI and requires a compatible foot/ankle coil to provide quality images needed for Orthopedic evaluations. This acquisition is being solicited as full and open and the Government is accepting quotes from both small business concerns and large businesses. In the event of insufficient small business participation, award will be made to a participating large business. Although there is no evidence of SDVOSB/OSB companies capable of providing this product thus far, Veteran Afairs Acquisition Regulation (VAAR) clause 825.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, will be applied when evaluating offers. The Government will award a firm-fixed price contract, resulting from this solicitation, to the responsible offeror, whose offer conforming to the solicitation is lowest price, technically acceptable. The following factors shall be used to evaluate offers: Brand name product: Siemens 8-channel foot/ankle coil #Av, S. Item Number 14405266: Compatible with Siemens MRI Machine, model Avanto 1.5T 8-element coil with 8 integrated preamplifiers iPAT compatible Boot-like coil design Stabilization pads for comfortable patient positioning No coil tuning High resolution foot and ankle imaging Weight: 6.4 kg Dimensions: 410 mm × 330 mm × 390 mm (L × W × H) Technical and past performance, when combined, are greater than price. Therefore all offerors must submit specifications of the Siemens foot/ankle coil #Av, S and their best price The government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
