Description
RFP for Sewage Services This acquisition is proceeding as a Competitive SMALL BUSINESS SET ASIDE, Request for Proposal (RFP). This procurement will be conducted under NAICS Code: 562998. The size standard for this code is $14,000,000. All questions should be directed to the Contracting Specialist, Rede Shifferaw, at (415) 503-6554, FAX: No.: (415) 503-6694, e-mail rede.shifferaw@usace.army.mil Estimated Cost Range (Base Year plus 4 Option Years) is $250,000.00 to $1,000,000.00. JOB DESCRIPTION: 1.1 SCOPE - Contractor is to provide all labor, tools, equipment, materials, supplies, supervision and transportation necessary to perform sewage pumping, drain cleaning, and to provide, pump and service all portable toilets in requested areas at Lake Mendocino. Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, inspection and management necessary to accomplish sewage pumping at specific areas. Contractor shall assure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. 1.2 PERIOD OF PERFORMANCE - The contract will consist of a base year plus four option years. The contract period for the base year will be from 01 October 2010 - 30 September 2011. Option Year 1 will be from 01 October 2011 - 30 September 2012. Option year 2 will be from 01 October 2012 - 30 September 2013, Option year 3 will be from 01 October 2013 - 30 September 2014, Option year 4 will be from 01 October 2014 - 30 September 2015. Each Option Year is exercised at the discretion of the Government. 1.3 WORK COVERAGE - The work will consist of furnishing all labor, materials, and equipment necessary to pump out sewage holding tanks, portable toilets, and treatment structures and related work, at Lake Mendocino. The areas covered, number of facilities, and frequencies for required services are provided in the Service Schedule. Evaluation and Source Selection: Basis for Selection: An award shall be issued to the contractor(s) who offers the best value to the Government, based on a combined assessment of the competing price and candidate qualifications. The selection of the contractor offering the best value to the Government shall be made by the Contracting Officer. Proposal Evaluation: In accordance with the SF 33, Request for Proposal, the quotations shall be evaluated based on the following evaluation factors, which are listed in descending order of importance: (a) Experience - provide three current or previous contracts of equall size and scope. (b) Past Performace - will be determined through reference checks from the three contracts provided. Please note that one incorrect form of correspondence for any of the provided references will be considered as a negative. (c) Price - after technical capability is determined, award will go to the lowest priced offer. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the IFB documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
