Description
The USDA-ARS-MSA, Bowling Green KY., intends to award a sole source commercial item procurement to American Ecotech 100 Elm St. Factory D, P.O. Box 311, Warren, RI. 02885, pursuant to the authority of 41 U.S.C. 253©(1) and FAR 6.302.1, Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. The award will be for a field-portable instrument capable of continuous, on-line detection, quantification, and speciation of inorganic and organic reduced sulfur compounds relevant to concentrations encountered in the area of agricultural air emissions. The instrument must therefore meet several criteria: (1) The instrument must be able to detect, separate, and quantify reduced sulfur species including hydrogen sulfide (H2S), methyl mercaptan (MM), ethylmercaptan (EM), dimethylsulfide (DMS), and dimethyldisulfide (DMDS) at the low to mid part-per-billion (ppb) levels found in ambient environmentssurrounding agricultural facilities. (A lower detection limit of ~ 1 ppb would correspond to ~ 1.5 micrograms per cubic meter (,ug m-3) of air in concentration for H2S). (2) The instrument must be rugged and durable enough to be used in the field as a direct sampler for air with minimal requirements. (Only an air supply and electric power). In addition, the instrument must not require gases or chemicals that might lead to unsafe conditions during transport or field use. (3) The instrument must have a fast enough cycle time for sampling and analysis to allow for continuous sampling for these compounds at the field site to obtain data on transient changes in the atmosphere due to either meteorology or chemistry. The faster the instrument cycle time the better, though a maximum desired cycle time would be approximately 15 minutes. The government intends to award a firm fixed price Purchase Order on or about September 21, 2010, using Simplified Acquisition Procedures. This Notice of intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone request will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to complete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses by 2:00 pm central time, September 20, 2010. Information received will be considered solely for determining whether to conduct a competitive procurement.
