Description
Pricing Schedule for geolocation services, basic and optional pricing. Subscription Service to Provide Geolocation Services World-Wide USSTRATCOM requires vendor to provide world-wide interference geolocation service 24 hours per day, 7 days per week, and 365 days of the year. 1. Contracted Services Being Requested 1.1 Geolocation Services Upon the effective date of this Agreement, USSTRATCOM will receive an allocation of Activations to be used during the contract period of performance, and Vendor will commence to provide, at USSTRATCOM's request, geolocation services as described in paragraphs 1.1.1 through 1.1.6 below. USSTRATCOM reserves the right to request an Activation of Geolocation Services for an interference event anywhere in the world and at any time, 24 hours per day, 7 days per week, 365 days of the year during the contract period of performance, to include any period of performance extensions, when applicable. 1.1.1 Analysis of Leased Bandwidth Upon the start of this Agreement, USSTRATCOM will provide Vendor with a complete listing of leased bandwidth. The Vendor will have 21 business days to conduct analysis to determine which bandwidth has a geolocation solution set and which bandwidth does not have geolocation protection. During the remainder of the contract period, USSTRATCOM will provide Vendor with new leased bandwidth information and the Vendor will have 2 business days to conduct analysis to determine if the new leased bandwidth has a geolocation solution set. 1.1.2 Activation Service For each Activation of this service, USSTRATCOM shall provide Vendor with: a) Name of the satellite experiencing interference. b) Name of affected transponder c) Downlink polarization of the interference. d) Downlink frequency of the interference. e) Bandwidth of the interference. f) Special information helpful to perform the Activation. For each Activation of this service, Vendor shall provide USSTRATCOM with: a) Name of Vendor's authorized representative who initiated the Activation service request and the time of the request. b) The time of initiation of the Activation. c) Geolocation solution set to include adjacent satellite and reference emitters used to support the geolocation. d) Interference signal characteristics not already identified by USSTRATCOM such as modulated or un-modulated carrier, or co-polarized, cross-polarized or adjacent satellite interference. 1.1.3 Signal Measurement Upon commencement of Activation, and following the successful measurement of the signal of interest (or unknown signal), USSTRATCOM will be charged for one activation. Vendor will provide a preliminary location for the interference as rapidly as possible (< 6 hours from notification). The Vendor will refine the location by updating satellite ephemeris or other means within 24 hours. 1.1.4 Performance Assurance If Vendor determines that it is not possible to obtain the FDOA measurement and, for modulated signals, the TDOA measurement of a designated signal of interest (the unknown signal), USSTRATCOM's allocation of Activations will not be charged by Vendor for the Activation attempt. 1.1.5 Third-Party Global Network Activation Service In the event USSTRATCOM requires Activation Service in a geographic region in which Vendor can only provide such service using a third-party Geolocation System, Vendor will provide such service upon USSTRATCOM's request. Third-party Global Network Activations will be conducted on a Best-Efforts basis only; the Performance Assurance (Sections 1.1.4) as is applicable to Geolocation Services (Section 1.1) is not applicable to the third-party Global Network Activation Service. 1.1.6 Labor This Geolocation Services contract shall also cover all labor required to perform necessary research, data collection, communications, Geolocation System operation, and analysis required to support a specific Activation Service request. 2. Optional Contracted Services Being Requested The following contract options may be executed by USSTRATCOM, by written notice, at any time prior to the end of the contract period of performance. The vendor shall provide, in their proposal, estimated costs for the optional contracted services listed in paragraphs 2.1 through 2.3 below. 2.1 Add-on Allocation of Activations As a contract option, USSTRATCOM may purchase, without limit, additional allocations of Activations, as needed, during the term of this contract. The vendor's proposal needs to outline a price plan for additional activations and provide quantity discount information, if applicable. USSTRATCOM will be invoiced per add-on allocations of activations, and after being added to the existing allocation of Activations, the existing contract term will be applied. 2.2 Final Search Upon USSTRATCOM request, Vendor will conduct a systematic search (Final Search) of a geographical area identified by the position ellipse provided by the Geolocation system. Final Search is an aerial search of the position ellipse that attempts to identify the specific antenna causing the reported interference. Vendor shall commence Final Search as soon as feasible upon written notification from USSTRATCOM, subject to airspace access, availability of aircraft and acceptable weather conditions in the flight/search area. The Vendor shall not continue Final Search beyond two (2) consecutive days without additional authorization from USSTRATCOM. Charges associated with each Final Search will be quoted to USSTRATCOM on a per case basis. 2.3 Consultation Service For all other labor activities not otherwise covered by this contract, USSTRATCOM may request Vendor to provide ad-hoc consultation services at an hourly rate. 3. Contract Terms 3.1 Period of Performance The contracted period of performance shall be one (1) year commencing on the execution date of this contract, plus four 12-month option periods. 3.2 Pricing The Vendor will provide pricing for conducting analysis of the bandwidth and for individual activations. The Vendor will provide additional costing information for the contract options in Section 2. Pricing schedule will be provided as a separate attachment. 3.3 Global Coverage If Vendor is unable to provide global coverage with their geolocation network, Vendor shall define what countries/regions of the world they can/cannot cover with their geolocation network. If Vendor is relying on third-party geolocation systems to augment their geolocation network, Vendor must define what countries/regions are covered by their geolocation network and which countries/regions are covered by third-party geolocation systems. 3.4 Option to Extend Contract Term This contract shall be renewable by USSTRATCOM, by written notice of renewal to Vendor, within the existing term of the contract. Customer may exercise the option to renew this contract a total of three (4) times and each such renewal will extend the contract by one (1) additional year. Vendor agrees that performance under each such renewal shall be accomplished in accordance with all of the terms and condition of the contract. 4 Requirements of Vendor Vendor agrees to the following: 4.1 System Activation Method Vendor shall provide USSTRATCOM with the necessary operational information to enable USSTRATCOM to initiate requests for Bandwidth Analysis, Geolocation Services, Consulting and Analysis Service, and Activation Service at any time during a 24 hour day, 7 days a week period. USSTRATCOM shall provide Vendor with acceptable and usable information for Vendor to provide the requested services. 4.2 Satellite Familiarity Vendor will become familiar with the technical characteristics of USSTRATCOM's satellites, including antenna coverage patterns and transponder configurations. 5 Warranties and Representations 5.1 Vendor represents and warrants to USSTRATCOM that: 5.1.1 Existence Vendor is an entity duly organized, validly existing and in good standing in its jurisdiction of incorporation and in any jurisdiction(s) in which the Vendor maintains operations. 5.1.2 Litigation There are no actions, suits or proceedings pending, or to the knowledge of Vendor, threatened before any court, regulatory commission, administrative agency, arbitrator or governmental body which will, if determined adversely to Vendor, materially adversely affect this Agreement or any related agreements to which it is a party. The following are inserted by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (to be submitted with quotation); 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. FAR 52,212-4.
