Description
Solicitation #: W911QY-10-P-0667 Special Notice Subject: Intent to award a contract to Burlington Industries LLC. Description: Under the authority of FAR 13.106-1 (b)(1), in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760, on behalf of the WARPAD Directorate, intends to negotiate and award a contract to Burlington Industries located at 804 Green Valley Road STE 300, Greensboro, NC 27408-7039. To provide the following products: 1000 yards of Burlington woven Style W5522 6.1 oz Herringbone, Desert MARPAT Sigma 4 Star" Fabric. 600 yards of Burlington Knot Style SD1731,00, Cyote Sigma 4 Star" Fabric. The intent is to award 1 contract to procure the above mentioned materials on the basis of Other than Full and Open Competition. The purpose is to procure both materials to advance to phase 3 of testing and evalutaion for Marine Corps Flame Resistant clothing. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: The Marine Corps (MC) has requirements for flame resistant clothing and individual equipment. In response to a Request for Information (RFI) posted by the MC, manufacturers submitted fabric samples for test and evaluation. Each sample was tested to assess its flame protection characteristics, moisture management capabilities, moisture vapor permeability properties, and physical performance test characteristics DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: Burlington Style W5522 has met and/or exceeded the threshold requirements for all tests that were required for FRCE Trouser and Sleeve fabric category. Style W5522 has been selected to move forward to Phase 3 testing. Style W5522 was ranked 86% among the other fabrics in its category and will be considered for further evaluation by the Marine Corps. Burlington Style SD1731.00 has met and/or exceeded the threshold requirements for all tests that were required for FRCE Torso fabric category. Style SD1731.00 has been selected to move forward to Phase 3 testing. Style SD1731.00 was ranked 87% among the other fabrics in its category and will be considered for further evaluation by the Marine Corps. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Test Results for Fabrics Submitted for Request for Information (RFI), Flame Resistance Organizational Gear (FROG) 22 May 2009. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: None A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: Information received will only be considered for future acquisitions.
