- RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. Note: Previous ARRA task number MD137NWS1R has been changed to MD137NWS1AR. The requirements of this modification are to support the projects planned by the Department of Commerce (DOC) for ARRA funding. The Dual Polarization modification to the WSR-88D/NEXRAD will support the DOC ARRA goals of improving precipitation estimates, improving severe weather detection, including improvements in snow storm detection and warnings, icing conditions for air and ground transportation, and continued support for improved weather modeling data input. The broad objective of this task is to modify the data acquisition system of the WSR-88D/NEXRAD weather radar to improve the NWS capability to provide weather, water, and climate forecasts and warnings for the United States, its territories, adjacent waters, and ocean areas for the protection of life and property and the enhancement of the national economy. This effort encompasses the engineering, project management and installation necessary to successfully study, design, develop, demonstrate, document, test, produce and deploy, a Dual Polarized WSR-88D Integrated IT Weather Radar System, located at 158 locations worldwide. Using Recovery Act funding, the National Weather Service intends to issue a modification to task order number MD137NWS1T5, a competitively awarded T&M and FFP task order for the Dual Polarization development, deployment and support. Contract clauses required for projects involving Recovery Act funds have been incorporated into the existing contract. This ARRA modification task is technically identical to the tasks performed as part of the MD137NWS1T5 and will focus on the following CLINs: •CLIN 004: Installation Hardware/Component Kits and Associated Processing and Control Software •CLIN005: Deployment/Installation The vendor will be required to procure and deploy/install dual polarization modification kits (CLINS 004/005) to WSR-88D/NEXRAD sites as identified in the original core task. The period of performance will be 9/24/2010 – 9/23/2011 This existing contract must be used because this method of procurment enables ARRA funded work to begin immediately as the work falls under the scope of an existing task. A sub task to the existing task is being used for the sole purpose of keeping the ARRA fudning separate, as is required. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing awards are the most appropriate contractual vehicles for the work anticipated under this modification. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using Recovery Act funds, including compliance with the Federal Acquisition Regulation, and, to the maximum extent practicable, making fixed-price (FFP) contract awards using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FFP contracts. The T&M pricing arrangement was selected for most of the workload in conjuntion with some FFP efforts to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing task has experienced personnel and documented performance to mitigate the Government's risk however, there are unknowns which make it impossible to predict the extent and duration of the workload or to predict the costs in advance.
