Description
The purpose of this amendment is to: 1) add the Brand Name Justification, and 2) to correct the action from Presolicitation Notice/Procurement to Combined Synopsis/Solicitation. Brand Name Justification: TECHNICAL FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION THAT PRECLUDES CONSIDERATION OF A PRODUCT MANUFACTURED BY ANOTHER COMPANY (FAR 11.105) Requisition No. 10842111064-R10PS80886Requestor:Ron Miller, IT Specialist Office Code:Corporate Infrastructure Services Group- 84-21110Phone No.303 445-2279 Introduction: Pursuant to Federal Acquisition Regulation 11.105(c), the following data is furnished to the Contracting Officer to support the requisitioning office's request that the items/services identified on the above-mentioned requisition must be manufactured by a specific company. The requisitioning office understands that a contract may not be awarded on a specific manufacturer basis unless the Contracting Officer concurs with the reasons stated below. 1. Identification of Agency, Contracting Activity and Document. Bureau of Reclamation, Reclamation Service Center, Denver, Colorado; Information Technology Serviced Division (84-21100). 2. Nature and/or Description of Action Being Approved. The acquisition of an upgrade to an existing enterprise disk storage array (de-duplication device) is required by the Information Technology Services Division. The upgrade consists of disk drives, de-duplication (data compression) licensing, maintenance and phone support. The upgrade line items consist of the following components: 3. Description of the Supplies or Services Required to Meet Agency's Need. Part Number Item Description DDY65-CR40-024A 1 each Quantum DXi6540 Disk De-dup Backup Appliance 24TB Usable, NAS, Rep., OST WSVLA-FQDA-040B 1 each Quantum Vision 4.0.2 Server with One Quantum System License and Media Kit, initial order WSVLA-UQDA-040A 2 each Quantum Vision 4.x Server, One Quantum System License, field add-on 1 Year BRONZE service (Included) EDY65-ASYW-C0111 each Quantum Rapid Deployment Onsite Installation and Training Package zone 1 - Installation - on-site 4. Unique Features of the Proposed Product. Quantum is the recommended manufacture for the De-duplication system. Quantum is the equipment provider for the existing de-duplication disk arrays currently being in Denver and Sacramento. A name brand justification is being submitted for the request. The justification is based on De-duplication policy compatibility with the existing units, the ability to utilize one vendor for maintenance and support (including firmware revisions), network interface optimization of the 6540 presented as a NAS device and performance between the De-dup. device to the backup target (Equallogic iSCSI SAN). 5. Evaluation of Other Potential Sources. a. Explain why this particular brand name, product, or feature is essential to the Government requirements. The upgrade is required to allow the inclusion of Windows desktop directory data to be added to the Enterprise de-duplication implementation. This will allow the Windows desktop directories to be compressed, backed up and stored on disk for several weeks. The migration will provide quicker restores without affecting customer (desktop) performance and better service client requests. b. List other companies contacted and state the findings: (indicate whether or not the companies have a similar product, if their product lacks the particular feature, or does not meet, or cannot be modified, to meet the agency needs). See line item 4 above.
