- Description
- NAICS Code: 325188 NAICS Code: 325188 The United States Environmental Protection Agency's National Air & Radiation Environmental Laboratory (NAREL) intends to award a sole source fixed price purchase order under FAR Part 13, Simplified Acquisition Procedures to Eckert and Ziegler AnalyticsIncorporated for thirteen (13) custom manufactured and certified radioactive standards with custom radionuclide mixture and geometries. Eckert and Ziegler Analytics Incorporated is the only organization that offers these custom products. These items are needed by 11/01/2010. The intended order is in the amount of $29,210.00. NO SOLICITATION OR REQUEST FOR QOUTE IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below, may submit its capability, which if received within fifteen (15) calendar days of the date of this announcement may be considered by the Government. A determination not to compete the purchase order based upon the responses regarding this procurement is solely within the discretion of the Government. All questions and comments regarding this procurement shall be addressed in writing to Dionne Wright, Contract Specialist, at wright.dionne@epa.gov. No telephone inquiries will be accepted. The point of contact for this procurement is Dionne Wright, Contracting Specialist, at wright.dionne@epa.gov The United States Environmental Protection Agency's Office of Radiation and Indoor Air (ORIA) has a requirement for radioactive Laboratory Control Standards at the National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, Alabama. The laboratory is licensed by the Nuclear Regulatory Commission to receive, possess, and use the materials listed in this request. Copies of the license will be made available upon request. The following general requirements apply to all of the requested items: 1.All radioactivity standards must meet the requirements of ANSI N42.22 for traceability to an appropriate national standards laboratory, and each must be accompanied by a certificate of traceability that meets the requirements of ANSI N42.22.2.Each standard must be accompanied by a certificate of calibration that lists the activity or emissions per second, and associated uncertainty, for each gamma ray emitted by each radionuclide contained in the standard that has an intensity greater than 5 percent and an energy greater than 100 keV. The confidence level used for uncertainty reporting must also be stated.3.Delivery must be FOB the NAREL in Montgomery, Alabama. All charges for packaging, shipping, handling, and insurance must be included in the fixed price for the standard. EPA will not separately pay shipping and handling charges. Each standard is to contain Bi-207 and Eu-155 in the approximate proportions (by activity) of 18% Eu-155 and 82% Bi-207. The total nominal activity of each standard will differ for each geometry as specified in the table below. Each standard shall be prepared in a manner that is expected to uniformly distribute the radioactive material in the matrix; however, certification of uniformity is not required. The standards are to be prepared in a simulated soil or water matrix in containers provided by EPA, or on filter media provided by EPA: For simulated water, the matrix shall be solid epoxy with a density between 0.9 and 1.15 g/cc.For simulated soil, the matrix shall be solid epoxy, or sand sealed with epoxy, with a density between 1.6 and 1.7 g/cc.For nominal 4 inch diameter filter media, the radioactive material shall be uniformly deposited on a blank filter approximately 3.25 inches in diameter provided by NAREL. The filter shall be encapsulated in plastic tape or film no thicker than 14 mg/cm2. The final finished diameter of the standard, including the encapsulating material, shall be 4.00 inches. For nominal 2 inch diameter filter media, the radioactive material shall be uniformly deposited on a blank filter approximately 40 mm in diameter provided by NAREL. The filter shall be encapsulated in plastic tape or film no thicker than 14 mg/cm2. The final finished diameter of the standard, including the encapsulating material, shall be 47 mm.
