Description
Competition will be advertised as SDVOSB set-aside on Fed Biz Ops. U nder the Service-disabled veteran-owned small business set-aside procedures, FAR 19.1405, section B provides: To set aside an acquisition for competition restricted to service-disabled veteran owned small business concerns, the contracting office must have a reasonable expectation that - (1) Offers will be received from two or more service-disabled veteran-owned small business concerns; and (2) Award will be made at a fair market price If the contracting officer receives only one acceptable offer from a service-disabled veteran-owned small business concern in response to a set-aside, the contracting officer should make an award to that concern. If the contracting officer receives no acceptable offers from service-disabled veteran-owned small business concerns, the service-disabled veteran-owned set-aside shall be withdrawn and the requirement, if still valid, set aside for small business concerns, as appropriate (see Subpart 19.5) The Source Selection procedures as identified in FAR 15.1 will be utilized as the method of selecting the proposal that represents the greatest value to the Government, based on the evaluation of cost or price and other technical factors specified in the solicitation. This approach provides the Source Selection Authority with the necessary flexibility for selecting the proposal that best meets the stated Government requirements. The best value concept provides the opportunity for a cost/technical trade-off and does not require that the award be made to the Offeror submitting the lowest cost or price. The overall objective is to conduct an impartial, equitable, and comprehensive evaluation of proposals in accordance with the statement of requirements and award methodology with the outcome being the selection of the source that will best satisfy the Government's needs. Award will be made to the responsive Offeror who submits the proposal that will provide the greatest value to the Government in terms of technical qualifications and price. If an award is made at a higher price, the source selection decision will document the value analysis that justifies the expenditure of additional funds. Evaluation Factors will be: 1) Past Performance 2) Overall Corporate Experience This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-Proposal Conference will be held at the William S. Moorhead Federal Building, 1000 Liberty Avenue, Pittsburgh, PA 15222 on October 13, 2010 at 9:30 AM in room #209. Prior notification of attendance to this conference is mandatory due to building security requirements. The Solicitation will only be available on Fedbizops website to safeguard sensitive but unclassified (SBU) acquisition materials. Potential offerors must register on the Fedbizops website to have access to the materials.
