- This announcement constitutes a Sources Sought for an Iraqi owned KingAir 350ER repair. The aircraft currently is located in Iraq and any interested party would need to be capable of either flying or transporting the aircraft to a CONUS FAA certified airframe repair facility for HBC B300 post an in-country interim "limited flight profile" repair. Interim repair and initial check-out flights will be performed under limited ground support facilities and capabilities as present in the country based support location. Interim repair aircraft is with the need to a series of flights under test pilot qualification on a B300 series HBC KingAir 350ER airframe as for limited condition flight operation and with knowledge to avoid limitation to flight environment boundaries. Aircraft has major structural damage, requiring engine, propeller, nose landing gear, removal and replacement. Additionally, payload elements: under center-body radome, EO/IR Fairing/Equipment/Lift, radar antennas along with data link antennas and internal payload composed of work-station and payload LRUs must be removed and repaired for reinstallation. Structural sections in need of replacement are of a proprietary nature in terms of parts and manufacturing process. Hawker Beechcraft (HBC) is current prime contractor holding proprietary rights the King Air 350 with General Atomics as first tier subcontractor holding proprietary rights to critical Intelligence, Surveillance and Reconnaissance components in need of repair or replacement. Responsible sources must be able to access proprietary data necessary to effect repairs/replacements to bring aircraft to fully mission capable status. Repaired airframe will be with support guarantee as to a zero-hour state condition for structure. Re-manufactured airframe, will have the payloads re-installed, functionally ground checked, then flown in a series of functional payload flight tests against in-country ground assets for verification under the original development Acceptance Flight Test Procedures. Re-procurement data is not available to the United States Government to distribute for this effort.
