- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMM00100101 is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. This requirement is not set-aside and the associated NAICS code for this requirement is 611710. The contract shall be awarded as a firm fixed price contract for the 2010/2011 School year. The period of performance shall be from award date to end of the school year. All work shall be performed in accordance with the statement of work. Rocky Ridge Boarding School (RRBS) is located in an extremely isolated rural area on the Navajo reservation. The school has achieved Adequate Yearly Progress (AYP) status due to its small population. RRBS and almost every other school located on the Navajo reservation have struggled with improving student achievement in reading and in mathematics. RRBS became part of the Bureau of Education (BIE) READS cohort in 2008-09. During that RRBS has made significant changes in the manner in which reading is conducted. SCOPE-- This proposal is to provide professional development and technical assistance to RRBS during the 2010-2011 school year. The purpose is to assist the increase of staff instructional skills, student achievement and provide technical assistance to the new Reading coach. The representative will help with administrative responsibilities consisting of collecting and dissemination of data, providing consistent walk thru's and helping with leadership roles and responsibilities. OBJECTIVE-- 1-Increase teaching staff skills in implementation of effective, direct instruction at all levels of the 3-tier model.2-Implement all components of the SOS initiative with fidelity3-Support school leadership in managing processes required to increase AIMS performance.4- Support and assist the reading coach and principal in adhering to the components of BIE reads initiative TASKS-- 1-Consultant will provide eight (8) days of on-site visits consisting of two days per month of technical support. These visits will begin in the month of award and conclude end of school year, June 2011.2-These support visits will focus on the same components required in the SOS initiative.3-These monthly visits will involve classroom observations and debriefing with school leadership, coaching the principal in research-based leadership best practices and coaching the staff in research-based best practices for instruction aimed at annual and catch-up growth in literacy skills.4-The visits shall focus on facilitating data analysis, instructional co-planning, scheduling and instruction appropriate to support effective implementation of each of the levels in the 3-tier model. Modeling for staff will be provided as appropriate.5-the data analysis shall include and is not limited to; DIBELS, NWEA, AIMS, SAT 10, Corrective Reading, Houghton Mifflin assessment scoring.6-Detailed reports, including explicit follow-up tasks, will be provided after each monthly visit.7-Compliance with SOS/BIE Reads requirements, recommendations for professional development and identification of staff meeting proficient levels of instruction the 3-tier reading model. PROPOSED TRAVEL & TRAINING DATES-- Two (2) days in:October_____, November_____, December_____, January_____, February_____, March_____, April_____, May_____ and June_____. QUOTE SUBMISSION-- Interested vendors shall submit quotes on the following items: Travel (per the federal travel regulations), Supplies, Materials, and Personnel to provide READING services to the Rocky Ridge Boarding School located in Kykotsmovi, Arizona. The Offeror shall provide the lump sum cost with a breakdown of their cost to provide this service and respond to the Evaluation Factors delineated at the end of this synopsis. 1. Bachelor's Degree plus 30 graduate hours; 2. Two years experience in a school and Licensures in Reading.
