Description
The Center for Health Care Contracting, 2107 17th Street, Fort Sam Houston, Texas, 78234, intends to award a sole source contract to Illumina, Inc. for DNA Reagents, under NAICS code 325413. This requirement is for the DoD DNA Registry, AFMES, Armed Forces Institute of Pathology (AFIP), Rockville, MD 20850-3125. The anticipated delivery date is 30 Sep 2010. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1(b)(1), only one source reasonably available. The requested reagents are as follows: (1) 1Phix Control Kit v2 1 kit; (2) DNA Sample Kit 4 kits; (3) TruSBS Kit v5-GA 20 kits; (4) cBot Single Read Cluster Generation Kit 10 kits; (5) Multiplexing Sample Preparation Oligonucleotide Kit 1 kit; and (6) Multiplexing Sequencing Primer and PhiX Control Kit V2 1 kit. Reagents are purchased for use on Illumina Incs GAII Instrument. This Notice of Intent is not a Request for Quotes. No solicitation will be issued as a result of this notice. Additionally, no award will be made on the basis of quotes or offers received in response to this notice. Illumina, Inc is the only company that can satisfy the Governments requirement. The kits and reagents being requested are required to provide novel methods for recovering DNA data from the most difficult specimens. The Illumina reagents permit simultaneous access to nuclear DNA, mitochondrial DNA, and Y-chromosomal DNA information. In addition, the reagents represent a novel sequencing technology that in pilot studies has been successful in recovering DNA data from specimens that yield no data with the methods and instrumentation currently validated and employed at AFDIL. Interested parties may identify their interest and capabilities to meet this requirement by 1000 CST, 17 September 2010. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this notice is for informational purposes only. No reimbursement for any costs connected with providing capability information will be provided. Responses will be considered for future requirements.
