Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Cardboard Collection Trailer Procurement, FY10 Last Updated: 02 AUG 2010 This Statement of Work (SOW) describes the requirements necessary to meet Government expectations for cardboard collection trailers for the Fort Richardson Qualified Recycling Program (QRP). Trailers shall meet all applicable Department of Transportation (DOT) requirements for travel on Alaska roads and highways. All trailers shall be designed to the same specifications. Trailer Dimensions. See sample diagram. Diagram provides a sample trailer design and specific notes. Design. -Expanded metal sides and bottom (3/4 #9 Standard; not more than 70% open); continuous welded joints; tubing drainage holes and welded end caps; bottom and roof reinforced with tubing to support load requirements. -Dual swinging rear doors; cam bar type lockable door latch; provide door lock -Solid metal roof designed to meet Anchorage-area snow loads; provide 2 max drip edge around entire roof or install similar measure to keep water from dripping into storage area. -Cardboard slots: Four (4) each horizontal slots, two on each side of trailer (see diagram for dimensions); bottom of slots shall be located 66 from the ground when the trailer is at level position. Slots shall be framed so that no expanded metal is exposed. -Cardboard slot covers: Construct solid metal covers on exterior trailer sides to cover cardboard slots. Covers shall be double-hinged at top for flip-down use. Double latches shall be installed to secure cover when in up/open and down/closed position. Hinge bolts shall not extend inside trailer cargo area greater than 0.5; bolts shall be capped with protective rubber or plastic coating. -Reinforced A-frame tongue (750lb capacity min) configuration with welded (3/8 x 3 flatbar or similar) plate for tongue jack mount -Tongue jack, mounted -Standard 2 ball coupler assembly, installed; supply coupler locks (one per trailer) -Affix side reflectors (3 diameter): red in rear; orange in front, left, and right sides -VIN number stamped on tongue -All trailers shall be numbered sequentially, starting with TR 1. Numbering shall be painted using number/letter stencils on each trailer tongue (see diagram). -Wheel bearings Buddy Bearing type grease-able axle hub -205x75R14 tires and steel wheels -Axle placement: Trailer shall be designed to avoid tipping backwards; rear of axle shall be located no closer than 40 from back end of trailer. -3,000lb axle capacity (min) -Sealed taillights, 16GA wire harness with 4-way flat plug -Manufacture and install taillight guards to prevent crushing of lights if trailer tips backwards (3/8 x 3 flatbar) -Safety chains with Quick Link connector -Paint: Kelly Moore Masstone Base #6700-855 Color Code formula #02-236TAC; locally available equivalent paint allowable upon prior written Government approval; prime all bare metal surfaces. -Install four (4) each sign plates: See diagram for sign dimensions, placement, and contents. Sign plates shall be semi-permanently affixed to expanded metal (e.g. bolted on, not welded). If bolted, exposed bolt ends shall not extend more than 0.5 inside trailer walls and shall be capped with rubber, plastic, or other protective capping. Signs on rear door shall be affixed back-to-back, so that signage is visible when door is closed or open. -Keys: Six (6) sets of keys shall be provided; all similar locks shall be matched to 1 key (e.g. 1 master key shall open all door locks and 1 key shall open all coupler locks for all trailers). -Chock Blocks: Two (2) sets of 8 chock blocks shall be provided for each trailer. Chock blocks shall be made from 100% recycled tire rubber and/or recycled plastics.
