- This Request for Quote (RFQ), N00104-10-Q-QW29, is prepared in accordance with the format in FAR 13.5 and supplemented with additional information included in this notice. This acquisition is unrestricted. The NAICS associated with this purchase is 541511. This RFQ supersedes RFQ / RFI N00104-10-Q-QT91. NAVICP intends to procure transition support, for Government owned code, of Other Contingency Operations (OCO) Geospatial Information & Services (GI&S) from beta to Operations. This Request for Quote seeks technical and price submissions for work to be done primarily ONSITE at Fleet Numerical Meteorology and Oceanography Center (Fleet Numerical), Monterey, CA. The submissions shall provide the vendor ™s approach to meeting the criteria in the Performance Work Statement (PWS) included in this RFQ. The Government reserves the right to issue one, or more than one, award. Anticipated award will be Firm-Fixed Price (FFP) for the services detailed in the accompanying PWS. Travel will be required and reimbursed in accordance with the Joint Travel Regulation (JTR). Period of performance is one year from date of award. A successful bidder will have current employees with requisite clearance level or contingency hires with a signed letter of commitment (included in submission) and the requisite clearance level. The offer and the proposed candidate must both meet the required security levels; will apply or pending are not acceptable. For purposes of the PWS, Program Manager and Project Manager are synonymous. All categories are considered key. Vendors are free to propose a mix of personnel that meet the estimated FTE in each category; i.e. two people working at half-time would equal one FTE. Resumes should be submitted for each resource being proposed. All key personnel will be required to sign a Non-Disclosure Agreement (NDA) before commencement of work; submission not required with proposal. The offeror does not need to be based in Monterey. However, the proposed candidate does need to reside in the Monterey area. Commuting expenses will not be paid and remote access will be limited. Employees must be willing to commit to one year of work for the effort.
