- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS: Amendment to Solicitation Number W81XWH-10-T-0448 is issued on or about 14 September 2010 and proposals will be due on or about 21 September 2010 @ 2:00 PM EST. The Governments requirement is to acquire a Triple Detector Array System and accessories (to include onsite set up and basic training), for the U.S. Army Institute of Surgical Research. The North American Industry Classification System (NAICS) code for this procurement is 334516 with a size standard of 500 employees. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments on or about 12 September 2010 at the following website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov. Proposals will be evaluated on a Commercial Firm Fixed Price and any resulting contract will be issued as a Firm Fixed Price Award. MINIMUM ESSENTIAL CHARACTERISTICS: 1)Must have integrated system with a variable wavelength Photodiode Array Detector (190-720 nm) 2)Must have low (7-degree) and Right (90-degree) Angle Light Scattering (670 nm) for direct determination of absolute molecular weight. 3)Must have differential refractive index (660 nm) 4)Must have four-capillary differential GPC viscometer, including digital pressure transducers 5)Must have complete temperature control to 80-degrees for high viscosity solvents 6)Must have minimum Inter-Detector Volumes 7)Must provide on-Site Installation and Training 8)Must have total System Control software that provides multi-detector functionality, multi-system control, automatic setting of baseline and integration limits, on-line determination of do/dc, determination of second virial coefficient values, branching analysis, photo diode array and omni-pda software, trend analysis, infinite run queues, and standard and customized reporting features compatible with Windows XP.
