Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award a purchase order on a non-competitive basis to Scientifica LTD, of the United Kingdom for One (1) Slicescope Pro 6000M, and One (1) SliceScope Fluorescence Adapter Kit. The NINDS is planning to construct a custom-made microscope for electrophysiology using opto-genetic techniques. The microscope requires great flexibility to accommodate various light sources, like lasers and LED lamps, and easily introduce light into the scope. The microscope has been designed to combine a custom-made upper part of scope with large optical headboard to assemble Lasers and LED lamps light paths on it. In addition, it will have a relatively simple lower part of scope. Scientifica is currently the only known manufacturer of a scope whose structure is both simple and compact enough to fit with the custom designed scope. The parts can be machine modified to couple with the custom-made upper optics. The scope is also designed as a model structure which simplifies the the removal of unnecessary parts. The acquisition is being conducted using FAR Part 12 procedures and is exempt from the requirements of FAR Part 6, competition requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI1709116 may be submitted electronically to Idella Simpson, Contract Specialist, simpsoi@mail.nih.gov, on or before September 20, 2010 at 12:00pm.
