Description
U.S. Citizenship and Immigration Services (USCIS) has a need to conduct Naturalization Ceremonies in San Jose, CA for five-years starting in October 2011. Approximately 11 ceremonies are expected to be required each year with the dates to be determined. One award will be made for FY11 with four one-year options, subject to the availability of funds. An acceptable facility shall accommodate approximately 2,200 people, be climate controlled and include an auditorium with a raised stage, lobby space, meeting room space, and sufficient parking space to accommodate large numbers. In addition to the rental of the facility itself, the rental shall include chairs and tables, easels, stanchions, ropes, use of USA and FL flags, display of USCIS provided agency flag, stage lights, lectern and microphone, draperies, traffic officer, security guards, stagehand/sound operator, electricity, video presentation equipment and operator, including LCD projector (VHS back-up), and custodial services. Only handicapped accessible facilities can be considered. The facility must be accessible by public transportation. The facility is responsible for providing traffic control within the immediate area of the facility during the scheduled events. Crowd control will also be provided both outside and inside the facility prior to, during, and following the scheduled event. Facility usage for each event requires access from 7:30 am to 4:30 pm. All event dates will be Monday thru Friday, except federal holidays. Award will be made to the offeror that submits the lowest price technically compliant quote. Past performance will be evaluated using Government-wide and agency-wide databases, and/or other resources. This requirement will be procured using FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. The solicitation, which will contain the Statement of Work (SOW) and evaluation factors, is expected to be posted to the Federal Business Opportunities (FedBizOpps.gov) Website no sooner than September 24, 2010.
