- SUBJECT: Mobile Surface Sensor REF NO.: F1S0AW0245B001 DUE: 14 September 2010 POC: Zachary Bawden, 661-277-7583 DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Vaisala Inc. This acquisition is restricted. The NAICS code is 334511. The AFFTC has a requirement for a Mobile Surface Sensor. This Mobile Surface Sensor will be used to determine standing water depth on asphalt and concrete runway surfaces. The unique specifications go as follows: 1. Water depth measurement from 0.005 to 0.250 inches with an accuracy of at least +/-0.001 inches. 2. Measure in front or behind of ground vehicle traveling at 40 or 60 MPH. 3. Minimum sample rate of 0.25 Hz 4. Must record GPS position and ground speed 5. Must present results as a time history on a laptop computer within 60 seconds of completion of data capture 6. Must also be capable of measuring ice and snow depth under the same conditions and with the same accuracy as noted above It has been determined that Vaisala Inc. is the only source capable of meeting the requirement. The Mobile Surface Sensor provided by Vaisala is the only commercially available measurement system that can accurately determine the depth of standing water on asphalt and concrete runways without embedding sensors directly into the runway material. Embedding sensors is not an option due to cost and maintenance requirements. This unit is also the only known system that can accurately determine the depth of standing water on asphalt and concrete runways while mounted on a moving vehicle. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is September 24, 2010. Responses must be received no later than (NLT) 7:00 AM, Pacific Standard Time, September 20, 2010. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
