- This acquisition is being issued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; This is a sole-source award. No quotes are being requested. The solicitation number is N00104-10-Q-Q855. This purposed contract action is for specialized Information Technology software for which the government intends to solicit and negotiate with only one source; General Dynamics Advanced Information Systems, 112 Lakeview Canyon Rd, Thousand Oaks, CA 91362 in accordance with FAR 6.302-1(a)(2)(ii). This requirement is for the following: Northrop Grumman ™s GD-AIS Enterprise Mission Management Toolkit (eMTK) in support of the U.S. Navy Space & Naval Warfare Systems Center San Diego (SPAWAR) C4ISR program office in Phila, PA 19111. See attached Govt Rqmt List for details. This software is intended for their Imagery Exploitation Support System (IESS) program. The SPAWAR-Phila C4ISR (Command & Control, Communications, Computers, Intelligence Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) Programs Office is the primary hardware manager, integrator and depot support office for the National Geospatial-Intelligence Agency [NGA]. The IESS program is a NGA sponsored asset. Delivery is to SPAWAR-Phila 19111, within 14 days after receipt of order. All changes to the requirement that occur prior to the closing date will be posted to NECO. It is the responsibility of interested vendors to monitor the NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Offers may be emailed to David Setters, Code 0272.16, david.setters@navy.mil. All required information must be received on or before 20 Sept 2010, 11:45 P.M. EDT. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
