Description
This is a combined synopsis/solicitation, Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. The Government intends to negotiate on a sole source basis with the World Health Organization (WHO) in Geneva, Switzerland. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIH-NICHD-10-180. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-43 dated August 2, 2010. This acquisition will be processed under Simplified Acquisition Procedures and issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 541690 with a size standard of $7.0M. This is Not Set-Aside for Small Businesses. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH), will support the collaborative activities between NICHD and WHO for the Nutrition and HIV/AIDS project and Iron and Malaria project. Nutrition and HIV/AIDS: The nutritional consequences of HIV infection has been recognized for many years. Several reports suggest that the incidence of HIV/AIDS and malnutrition is impeding progress towards achieving the United Nations Millennium Development Goals. Countries with large numbers of people living with HIV often have high levels of food insecurity and malnutrition. In resource constrained settings HIV infection combined with pre-existing malnutrition places a tremendous burden on people’s ability to remain healthy and economically productive. Not only is HIV infection often superimposed on situation of severe food and treatment of HIV infection and related conditions. This understanding has led to increased efforts on the part of the global health community to more fully integrate food and nutrition in all aspects of prevention, care and treatment. This integration is in part actualized through the development of evidence-based programs and recommendations. WHO as the lead global technical agency for the development of such evidence based guidance has need for technical input to support its guideline development efforts. This represents the continuation of an ongoing partnership between NICHD/NIH and WHO that began in 2003 with the development of the first set of recommendations for nutritional care of HIV infected people. Iron and Malaria: Nutritional iron deficiency affects an estimated 1 billion people worldwide. Globally, iron deficiency ranks number 9 among 26 risk factors included in the Global Burden of Disease (2000). It accounts for 841,000 deaths and more than 35 million disability-adjusted life years (DALYs) lost per year, making it the most common micronutrient deficiency in the world. Emergence of new data and old but unanswered questions about the relative advantage/disadvantage of iron deficiency in areas of high exposure to malaria, as well as the relative safety and effectiveness of iron interventions in the context of infections such as malaria have caused the global health community led by WHO and the United Nations Children’s Relief Fund (UNICEF) to re-evaluate current strategies to address this micronutrient deficiency. In order to understand the conundrum of iron’s role in influencing adverse outcomes, the collaboration was initiated in 2007 between NICHD/NIH, the Bill and Melinda Gates Foundation (BMGF) and the WHO. The initiative is designed with two tracks: one is translational and is intended to provide a review and continuous update of the extant data, and the other is a research arm intended to generate new data through solicitation and support of targeted research grants. Both tracks are intended to provide input into WHO’s guideline development process with specific regard to the safety and effectiveness of iron intervention in areas of endemic malaria. This collaboration offers an important opportunity to link these two agencies. NICHD will provide support and resources to WHO to support these activities as outlined. Purpose: 1.Convene Scientific Meetings 2.Conduct literature Reviews and provide technical Support 3.Lead regional consultations to garner input from the regional food/nutrition/public health communities to support development of evidence based guidance. 4.Publication of the proceedings. 5.Support activities pertaining to guidelines development process The specific objectives are: 1.Provide support for the newly revised WHO guidelines development process though activities including review of the extant evidence and provision of technical support. 2.Publish the proceedings of relevant scientific meetings and consultations 3.Facilitate the development of guidelines. Year 1: 1.Publish the proceedings from the State-of-the-Science workshop held in Washington, D.C. 2.Develop guidelines for the nutritional care of HIV infected adolescents and adults, including pregnant and lactating women. 3.Convene a Nutrition and HIV/AIDS meeting in November 2010 with the members of the WHO Nutrition Guidelines Advisory Group (NUGAG) to finalize the guidelines. 4.Follow-up activities such as field testing and implementing the Nutrition and HIV/AIDS guidelines. Year 2: 1.Continue work in support of the WHO guidelines development process including meeting so the Nutrition Guidelines Expert Advisory Group (NUGAG) and other experts in the field as necessary. 2.Follow-up activities such as field testing and implementing the guidelines. 3.Organize and convene a regional consultation with WHO regional office to provide and received input with regard to the Iron and Malaria Technical Report, update of the state-of-the –Science and review of new WHO guidelines regarding iron interventions. 4.Publish the proceedings from the Iron and Malaria meeting. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
