Description
Red River Army Depot (RRAD) has a requirement for pick-up, delivery and tracking system service for gas cylinders. This is a requirements type contract for a base and 4 option years. Quantities listed in the solicitation are estimated quantities only and are not guaranteed. This is an All or None purchase resulting in one award. No funds will be obligated by the award of the resultant contract, but will be obligated by the issuance of delivery orders. Period of Performance will be 12 months after date of contract. The successful contractor will be responsible for providing sufficient personnel, product and service to a multiple of site specific locations throughout RRAD. The contractor shall deliver compressed gas cylinders on a routine basis at each location identified within the statement of work. The definition of routine basis shall be determined by the contracting officer representative (COR) identifying to the contractor, a stock level of full cylinders that must be maintained at all times and the removal of empty cylinders shall take place upon supply of full cylinders. Depending on stock level required, contractor shall provide service on a frequency of 2 to 5 times a week. There are no minimum of maximum amount of cylinders to be delivered and or picked up. A list of buildings and estimated delivery and pick up locations will be provided upon award of the contract. Currently there are 38 pick-up and drop off locations. The number of buildings, drop off or pick-up locations, can increase or decrease per RRADs work requirements. Contractor will pick up and deliver gas cylinders to any new location identified within a 48 hour period. All gases will be certified at 99.9 percent pure and must be able to produce certification when requested. The contractor shall ensure continuous uninterrupted supply of products; by monitoring usage of continuous emissions monitor (EPA Protocol) cylinders utilizing high pressure telemetry. Certain gas products shall be stocked within 30 miles of the installation to respond to requirements within 24 hours, and capabilities within 100 miles to respond to requirements within 48 hours. The solicitation will be available for download from the RRAD procurement web site on or about 29 September 2010 at https://redriver.army.mil/contract.htm.
