- NASA/JSC has a requirement for adding 10 additional test points to the existingNASA Capsule Heating experimental program to obtain data to validate the engineeringtools employed to assess heating during vehicle re-entry.NASA/JSC intends to purchase the items from Calspan University of Buffalo Research Center(CUBRC). CUBRC possesses capabilities that make it unique from any other wind tunneltesting facilities. These capabilities include: (1) the ability to instrument theexisting test model with very small and densely spaced instrumentation to measure heattransfer rates, (2) the ability to fire hot gas jets to simulate the reaction controlsystem on the Orion Crew module while simultaneously modeling geometrically significantbackshell features by having a large scale model with properly established afterbodyflow, (3) the wind tunnel model required to fulfill the Orion Programs requirements iscurrently on-location at the testing facility and is installed in the wind tunnel for itsuse in the Orion Crew Module High Fidelity Afterbody testing activities, and (4) thefacilitys ability to test within the schedule requested by the Orion Program. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 22, 2010.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
