Description
The US Federal Emergency Management Agency (FEMA) Office of Chief Counsel (OCC) intends to negotiate on a sole source basis with Research Strategies Network (RSN) for an "Advice in Crisis Project." OCC proposes to collaborate with acclaimed doctors and professors affiliated with the University of Virginia to develop an "Advice in Crisis" pilot project examining critically the interaction between lawyers and decision makers in the context of disaster, culminating in the development of a pilot training course for Regional Counsel, Field Counsel, senior FEMA Headquarters attorneys, and client decision makers. The research team will capture best practices in the area of Advice in Crisis through examination of the specialized literature, case studies, and interviews/focus groups with FEMA veterans, government, and non-government stakeholders (e.g. State Ems, Red Cross, private sector partners). This project will include design of a training module and production of a relevant set of training tolls including a set of Harvard style teaching cases and basic tabletop crisis decision-making exercises. An initial implementation of the training module begun in 2010 will be completed in early 2011 and provide input for subsequent training module revision. RSN traces its roots to the Critical Incident Analysis Group (CIAG). Located within the University of Virginia's (UVA) School of Medicine, the CIAG was developed as a resource for the Federal Bureau of Investigation's Critical Incident Response Group. While Independent, RSN may access the benefits of the CIAG given the common leadership, supporting missions and proximity of the two organizations. Given that professors at RSN are uniquely situated to provide the services required give not only their unique experiences but also their access to reserves of information and experience provided by the CIAG. RSN exists as a research and educational organization focusing on issues in national security, international affairs, counter-terrorism and public safety. RSN offers a range of services by experts that readily meet the needs of the OCC for this project. RSN is a public charity, as defined by Internal Revenue Code Section 501(c)3 and its FEIN/TIN 26-3498212. The statutory authority for other than full and open competition is FAR 6.302-1, Only one reasonable source (U.S.C. 253(c)(1). This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by FEMA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow FEMA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Justin.Zerbato@fema.gov by September 28, 2010. Award will be made using FAR part 13, Simplified Acquisition Procedures. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
