Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. NUWC Division Newport intends to purchase the following items: CLIN 0001: Services for an at sea test of the LCS Anti-Submarine Warfare (ASW) Mission Package (MP) Contact Management/Data Fusion Mission System (CM/DF MS) NAICS code is 541712, Size standard is 500 Employees. Period of performance is from date of award through 31-December-2010. It is expected to place a purchase order with Adaptive Methods, 5885 Trinity PKWY Suite 230, Centreville, VA 20120. The basis for the sole source is Adaptive Methods developed all of the software requiring corrections and integration for the sea test. To use another vendor would require either significant reverse engineering efforts of the existing capability, or an entirely new engineering effort would have to be undertaken. All other timely offers will be considered. Offers for other products must contain complete product information and prices. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items) (JUL 2010) applies. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Further details will be provided in Solicitation # N66604-10-Q-5159, which is anticipated to be released on or about 09/29/10. The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. Contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) and ORCA (http://orca.bpn.gov/) to be eligible for award.
