Description
The United States Coast Guard Surface Forces Logistics Center, Contracting Procurement Branch 3, intends to issue a Commercial Request for Quote (RFQ) for Drydock Repairs to the USCG ANT PANAMA CITY (BUSL 49415), a 49 Foot Buoy Utility Stern Loading Boat. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR SubPart 13.5 Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. This simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about 22 September 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at https:fbo.gov. This Requirement will be evaluated using past performance as an evaluation factor. Hard copies of the solicitation and specification will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for the RFQ release and all subsequent amendments. FEDBIZOPPS contains an option for automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET-ASIDE. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. CD-ROM(s) will be sent via FED-X. The CD-ROM (s) contain Windows compliant raster/vector formats (e.g.*DWF,etc.). USCG ANT PANAMA CITY (BUSL 49415) Home Station: 1700 Thomas Drive, Panama City, FL 32408. The performance period will be sixty (60) days with a start date on or about 30 November 2010. The place of performance will be at the contractor's facility. Please note: The vessel is geographically restricted to an area no greater than 140 nautical miles from BUSL's home station, on navigable waterways and no more than 30 nautical miles offshore. The scope of the acquisition is for the overhauling, cleaning, and repairing of various items aboard USCG ANT PANAMA CITY (BUSL 49415). This work is but not limited to: Provide Drydocking; Provide Temporary Logistics; Additional Logistics; General Welding Repairs (Aluminum/Steel); Ultrasonic Thickness (UT) Shot Inspection; Additional Ultrasonic Thickness (UT) Shot Inspection; Renew Scutties; Preserve Lazarette; Renew Buoy Deck Padeyes; Renew Fuel Piping; Renew Gooseneck Vents; Renew Handrails; Replace Anchor (TCTO TP0000.1); Replace Lazarette Hatch (TCTO TB6010); Inspect Rub Rail; Install Rub Rail Stud; Remove and Install Rub Rail; Clean & Inspect Diesel Fuel Tanks; Pressure Test Inaccessible Voids; Inspect Inaccessible Voids; Modify J/W Crossover Piping (TCTO TA5020); Remove, Inspect and Install Grid Cooler; Replace Reduction Gear Coupling (TCTO TA4000); Remove, Inspect and Install Propeller Shaft; Renew Propeller Shaft Seal; Renew Shaft Tube (Stern Tube); Renew Water Lubricated Bearings; Remove & Install Propeller; Renew Exhaust Muffler; Inspect Exhaust Piping; Renew Standard Hoses; Renew Sea Valves; Modify Sea Water Valves (TCTO BUSL 49TM2000); Renew Fuel Valves; Hydro Service Air Compressor; Renew Service Air Compressor Relief Valve; Remove, Inspect and Install Rudder; Overhaul Chain Stopper; Clean & Inspect Grey Water Tank; Clean & Inspect Sewage Holding Tank; Clean & Inspect Potable Water Tank; Preserve Underwater Body; Preserve Accessible Void; Preserve Freeboard; Inspect Bilges; Preserve Bilges; Preserve Deck; Inspect Sea Strainer and Renew Stuffing tubes.
