Description
This notice of proposed contract action is publicized by the United States Agency for International Development (USAID) in accordance with FAR 5.203(a) and 706.302-70(c)(1). USAID intends to issue a Firm Fixed Price sole source award due to impairment of foreign assistance objectives to McKinsey & Company, Inc., 1200 19th Street NW, Suite 1100, Washington, D.C. 20036 for the acquisition of commercial items. On April 30, 2010, McKinsey & Company was the successful offeror for competitive award No. AID-OAA-C-10-00044 to assist USAID missions with multi-year strategic planning for the United States' global hunger and food security initiative known as Feed the Future (FTF). The foreign assistance objective of Feed the Future is to accelerate progress toward the Millennium Development Goal of halving the proportion of people living in extreme poverty and suffering from hunger by 2015. The purpose of the contract No. AID-OAA-C-10-00044, which expired on August 13, 2010, was to provide USAID missions with targeted analyses to validate the economics and feasibility of prioritized intervention areas and assistance in targeting Feed the Future's dual nutrition and poverty goals as part of the development of multi-year food security strategies for the Feed the Future (FTF) initiative. USAID missions require additional and immediate assistance in completing these multi-year plans. In the proposed contract action, McKinsey will provide services to six additional missions through January 2011. A full and open competition would impair this critical foreign assistance objective due to the delay that would result from educating and orienting a new contractor and building knowledge and trust relationships among USAID missions. Ensuring consistency in strategic planning guidance will contribute to the Government's ability to make budget decisions based on robust plans that are comparable to one another in both quantitative and qualitative measures. The estimated value of the services provided is $3.1 million. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. In the event of the anticipated award, a justification for other than full and open competition will be published within 14 days after award in accordance with FAR 6.305. Any response to this proposed contract action must be submitted by Friday, September 17, 2010, at 10:00 a.m. EST to Tracy Sando at tsando@usaid.gov and vrolfson@usaid.gov.
