Description
This is not an announcement of a Solicitation. The U.S. Geological Survey needs to assess industry interest and capability to provide environmental compliance auditing software and software support services.In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997), this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP). The Department of the Interior (DOI)/U.S. Geological Survey (USGS) intends to assess the responses to inform its decision-making. This notice is not to be construed as a commitment by the government to contract for services. The government will not pay for any information provided as a result of this notice and will not recognize or reimburse any cost associated with RFI submission. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that might follow. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The overarching objective for this RFI is information gathering and not development of possible government acquisition of products or services. Efficient and effective compliance monitoring and reporting is vital to a strong establishment. It is important to have an up-to-date program in place that is conducive to documenting an establishment's compliance with respect to the regulations, standards, and goals in the environmental arena. To keep up with the number of industry regulations, while keeping the establishment transparent, personnel efforts must be monitored accordingly. The USGS is conducting market research on an appropriate and effective environmental compliance management software program or package that meets ISO 14001 standards. The software must support the USGS' monitoring and reporting procedures, and ensure they are kept relevant and operational. The program or package must be an audit tool that provides the following abilities, but is not limited to:"Compiling data to generate and analyze reports;"Creating task management functions like questionnaires, checklists, self-assessments, benchmarks, goals'"Uploading documents and allow for review processes'"Archiving data and documents for retrieval;"Managing a calendar and define due dates;"Listing regulations, laws (etc) and have non-conformance notifications;"Providing a highly organized, user-friendly, and intuitive interface;"Providing the ability to compile data on several facilities;"Documenting existing permits for each facility;"Providing a means to track Green House Gas (GHG) usage;"Flexibility to allow being customized to USGS needs. The system will need to meet the needs of an organization with over 500 facilities located in more than 52 states and trust territories, accumulating to approximately 10,000 employees. Such facilities range from having 1 or 2 to over 500 staff personnel. The software should be flexible as it must be accountable to personnel working in labs with more than 100 hazardous material sites in one building, level 3 biohazard facilities, facilities with nuclear materials, and small field stations. The system must be able to support hundreds of users, while some may have little to no environmental compliance background; a user-friendly system is imperative. If the system has an Environmental Management Systems component, it should be identified. However, EMS is not required. Interested parties who believe they have the software that will provide the required actions as defined are invited to submit a Capability Statement, not to exceed 10 pages. Response should include the following information: company name, address, point of contact, email address, business type, and approximate cost information (i.e. rough order of magnitude). Additionally, any systems requirements for the application (i.e. type of server needed, operating system and version, database and version, web server and version, etc) should be included. Any training requirements (i.e. can users be trained via WebEx sessions or is "hands-on" required, train-the-trainers, etc.) should also be included. Security Considerations: The system shall meet NIST 800-53 rev. 3 requirements for Certification and Accreditation. The system shall have complete User Manuals, Standard Operating Procedure documentation, Installation documentation, and Disaster Recovery documentation Past performance information should be submitted for applicable references with projects conducted within the last three (3) years. Demonstrations of the software may be requested as part of the market research. Complete contact information for the reference to include contact name/telephone/email, business name, software provided, years software was used, and brief description of the software that was provided. To notify the Government of sensitive information, data identified as Proprietary [e.g., 41 USC section 423, the Procurement Integrity Act restrictive legend per Federal Acquisition Regulation (FAR) 52.215-1)] contained in a response to this RFI, offerors shall mark the cover page of the response and each affected page of the response with indications that it contains proprietary information. The Government assumes no liability for the disclosure or use of information contained in a response if it is not marked proprietary. Please submit all responses and any questions to this notice by Thursday, September 30, 2010, via email to the Contracting Officer, Karen L. Phillips, at kphillips@usgs.gov. Responses received after this date will not be evaluated. No feedback or evaluations will be provided regarding the information provided.
