Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm-Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement N00421-06-G-0006 with Rockwell Collins Government Systems (RCGS), Inc. of Cedar Rapids, Iowa, for the procurement of test assets and to provide software development for the Navy CH/MH-53E helicopter. The effort of this development is for the United States Navy (USN) to incorporate integration of Operational Flight Programs for the Communication, Navigation Surveillance, and Air Traffic Management (CNS/ATM) functional requirements and Automatic Dependent Surveillance - Broadcast (ADS-B) on H-53 series aircraft. The Navy intends to order the services as a delivery order against the subject contract. The terms and conditions of the subject contract apply to this requirement. This delivery order will covers test and analysis support for flight test certification. It will include the purchase of test assets, of enough for two labs and one prototype: control display units, multifunction display units, airborne radio control ultrahigh and very high frequency receiver transmitter units, high frequency radio control receiver transmitter units, integrated processing centers, data transfer units, and ancillary data cards, mounts, antennas, and material. As the designer, developer, and OEM for the original CH/MH-53E CNS/ATM cockpit, RCGS is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 30 months beginning after contract award. Numbered Note 22 applies.
