- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION As required by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 5000 W National Avenue Bldg 5, Milwaukee WI 53295. 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition to provide services for a 360 Feedback Survey for the Jesse Brown VAMC, Chicago, IL. Procurement will proceed on a sole source basis with Sperduto and Associates Inc., of Atlanta, GA. 3.A description of supplies/services required (including the estimated value): The Jesse Brown VAMC, in Chicago has a requirement for a 360 Feedback Survey and to measure supervisor improvement from the survey completed in 2009. The approximate cost is $168,000.00 4.Statutory authority permitting other than full and open competition: FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source. (41 U.S.C. 253 (c)(1)). 5.Facilities Unique Qualifications: The Jesse Brown VAMC in Chicago has a requirement for a 360 Feedback Survey to measure supervisor improvement from the survey completed in 2009. The Jesse Brown VAMC requires that the initial baseline for services be included to measure individual performance and that participants survey results are shared with their next level supervisor, which is essential in attaining the medical center's goal of enhancing and developing the leadership skills of the participants. The Jesse Brown VAMC requires the Contractor to conform to American Psychological Association Ethical Standards, assist participants and their supervisors in creating effective development plans, provide training for managers to help facilitate through the process of interpretation and implementation of goals, and utilize the same reporting format utilized in the 2009 survey in order for a change comparison over the past year. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: The end user has conducted market research with two vendors and determined they did not fully meet the needs of the Jesse Brown VAMC. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Procurement for the same service was contracted as a sole-source under VA69D-P-0787 in Sept 2008 for the Jesse Brown VAMC. Pricing is equivalent to the referenced contract. 8.Market survey conducted: The Contracting Officer conducted no additional research. The COTR and end users have researched the market and were unable to locate any additional competition for this requirement. 9.Other facts: None 10.Other sources expressing an interest: None 11.Actions to remove or overcome any barriers to competition: None 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge.
